Employment of the population

In order to prevent the growth of unemployment and the involvement of the population in productive employment, measures are being taken to ensure employment of the population:
Assistance is provided in finding permanent jobs, state-subsidized jobs.
In order to increase the competitiveness of people without work experience in the labor market and ensure their adaptation to the workplace, the projects "First Workplace" and "Generational Contract" are being implemented.
The Silver Age project is being implemented to ensure the employment of people of pre-retirement age.

Measures are being taken to organize vocational training in specialties in demand on the labor market.
Support is provided in the development of entrepreneurial initiatives, such as free training in the basics of entrepreneurship under the Bastau Business project, the issuance of grants for the implementation of new business ideas in the amount of up to 400 MCI, the provision of micro–loans for young people at 2.5%.
As of January 1, 2024, more than 47.6 thousand people were covered by employment measures.
The unemployment rate in the region was 4.7%, the youth unemployment rate was 2.7%.

What types of state support measures are provided to unemployed citizens, according to which Program? Where should you go for help?

State support measures in the field of employment are being implemented within the framework of one of the areas of the National Project for Entrepreneurship Development for 2021–2025.
The state provides the following state support measures:
In order to ensure the employment of unemployed citizens, measures are taken as a matter of priority to employ unemployed citizens in permanent jobs.
Also, within the framework of the National Entrepreneurship Development Project, various forms of state-subsidized jobs are provided:
- Social jobs.
Social jobs are organized at enterprises of all forms of ownership to employ the unemployed with partial compensation of the employer's costs for paying for their labor for a period of no more than 12 months. The monthly wage subsidy for persons employed in a social workplace is 35% of the established wage, but not more than 20 MCI.
Social jobs are also being created for young people within the framework of the “First Job” and “Generation Contract” projects.
- “First Workplace” project.
In order to increase the competitiveness in the labor market of persons who do not have work experience and ensure their adaptation to the first workplace, the “First Workplace” project is envisaged.
The duration of participation is no more than 18 months, the participant’s remuneration is 30 MCI.
- project “Contract of Generations”.
As part of this project, the employer employs an unemployed person for a permanent job with the condition of subsequently replacing an existing employee who has reached retirement age after 6 months. The participant's remuneration is 30 MCI.
- Youth practice.
This is one of the ways to solve the problem of employing graduates, which is aimed at providing work, instilling professional skills in graduates of educational institutions who do not have sufficient work experience in their specialty, and to interest employers in hiring graduates. This measure allows the employer to assess the labor skills of the future employee, and the young worker to use the received chance for employment at this or another enterprise.
The amount of remuneration for youth internship participants is 30 MCI, the duration of youth internship is up to 12 months.
To employ people over 50 years of age, the “Silver Age” project is being implemented.
From 2023, persons over 50 years of age can take part in the project for a period of up to 3 years.
In this case, the state compensates the employer for wage costs:
- for 1 year of participation - 70% of the salary, but not more than 30 MCI;
- for the 2nd year of participation - 65%, but not more than 30 MCI;
- for the 3rd year of participation - 60% of the salary, but not more than 30 MCI.
After the completion of the period of participation in the “Silver Age” project, the employer must employ the unemployed person in a permanent place of work until retirement.
- Public Works.
These are types of work activities that do not require preliminary professional training of the employee and have a socially beneficial orientation.
The amount of remuneration is set by local executive bodies, but not less than 20 MCI.
For unemployed citizens who have a profession that is not in demand or do not have a profession, the organization of free short-term vocational training at the request of employers and on-the-job training is provided. Duration of training – up to 6 months.
Also, the National Project provides support for the development of entrepreneurial initiatives.
The state provides the opportunity to undergo free training in the basics of entrepreneurship under the Bastau Business project in an online format on the Electronic Labor Exchange. After completing the courses, participants receive a certificate.
For socially vulnerable segments of the population planning to implement a start-up business, grants are provided for the implementation of new business ideas on a free and non-refundable basis in the amount of up to 400 MCI.
State grants are provided for the purchase of inventory, technological equipment, tools, animals, livestock, poultry, seedlings, shrubs, seeds, etc.
Grants are provided upon availability of a certificate of completion of training under the Bastau Business project.
From 2023, in order to support young people in business development, it is planned to provide preferential loans at 2.5% per annum through an Authorized Agent (CF JSC Agrarian Credit Corporation).
Lending terms:
1) microloan term – up to 5 years, for projects in the field of livestock farming – up to 7 years;
2) maximum amount – up to 5 million tenge;
3) nominal interest rate – no more than 2.5% per annum;
4) collateral must be available;
5) the grace period for repayment of the principal debt and interest is no more than 1/3 of the duration of the microcredit term.
6) the period of registration as an individual entrepreneur at the time of applying to an authorized agent for a microloan with the tax authorities must be less than 5 years.

 

 

Since 2018, the Electronic Labor Exchange (www.Enbek.kz) has been operating in the Republic of Kazakhstan, which is a single digital employment platform that provides opportunities for job search and assistance in personnel selection.
Information about vacancies and applicants throughout the Republic is updated daily from various sources:
- employers and job seekers themselves;
- from the state database of vacancies and applicants (integration with the State database formed by employment centers);
- private employment agencies;
- mass media;
- online employment platforms.
The E-Exchange portal allows you to:
- get online access to the database of vacancies and resumes;
- register a Personal Account and post a vacancy or resume;
- subscribe to the newsletter and receive newly published vacancies and resumes on the portal to your email address or Telegram messenger, in accordance with specified criteria (field of activity, profession, region);
- hire or be hired using response modes and invitations to interviews;
- place applications for subsidies for special jobs in the employer’s personal account;
- submit online information about current vacancies to Employment Centers;
- register an employment contract with an employee in the employer’s personal account and send information to the unified system for recording employment contracts;
- provide online statistical reporting;
- take a career guidance test and find vacancies on the portal that match the test results;
- receive consulting assistance on 18 public services through the “Virtual Consultant” module;
Registration on the E-Exchange, access to the database of vacancies and resumes, publication of vacancies, resumes and other information is provided around the clock and free of charge.
The E-exchange service for posting resumes and subscribing to vacancies can also be used in the eGovmobile Mobile application.
