Дата образования - Первая организационная сессия маслихата Костанайской области состоялась 31 марта 1994 года. В состав областного маслихата первого созыва было избрано 47 депутатов. Первым секретарем стала Семенова Вера Григорьевна, известный общественный деятель региона, ныне почётный гражданин Костанайской области. Первый созыв продлился пять лет с марта 1994 года по август 1999 года.
