The draft resolution of the Government of the Republic of Kazakhstan "On Amendments and Supplements to the Resolution of the Government of the Republic of Kazakhstan dated August 9, 2011 No. 920 "On Approval of the Rules for the Sale of Privatization Objects" is posted on the Internet portal "Open NPA"

The draft Resolution was developed in implementation of the Law of the Republic of Kazakhstan dated June 24, 2025, "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Civil Defense, Electric Power, and State Property Management" (hereinafter referred to as the Law).

The draft Resolution provides for amendments and additions to the Rules for the Sale of Privatization Assets to bring them into compliance with the Law. Specifically, the provisions on direct targeted sales and transfers to trust management (property lease) with the right of subsequent purchase are excluded; the number of auctions is increased from three to five, with a gradual reduction in the starting price at the tender and the minimum price at the auction to an amount not lower than the security deposit; a ban on affiliated entities participating in auctions is established, and an approach to determining the starting price of a privatization asset is established at the book value or appraised value, whichever is higher.

Implementation of the draft Resolution will not require the allocation of funds from the national budget.

The adoption of the draft Resolution will not entail any negative socioeconomic and/or legal consequences.

The draft was posted on the open regulatory legal acts website (http://legalacts.egov.kz) (ID 15554131) on July 11, 2025.

The public comment period for the draft is until July 25, 2025.
