The basis of the fisheries of Kazakhstan is the fishery fund of reservoirs, which includes the waters of the Caspian and Aral Seas, lakes Balkhash, Zaisan, reservoirs of the Alakol lake system (Alakol, Sasykkol, Koshkarkol), Bukhtarma, Ust-Kamenogorsk, Shulba, Kapshagai, Shardara reservoirs, Ili, Irtysh, Syrdarya, Zhaiyk, Tobol, Nura, Shu and other reservoirs in which there are more than 70 species of fish, including the most commercially valuable (pike perch, carp, white amur, silver carp, etc.).
The Committee of Fisheries of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan (CRH MAGPR) is an agency that performs strategic, regulatory, implementation and control functions in the field of protection, reproduction and use of fish resources and other aquatic animals.
The MPR Fisheries Committee was established by the Decree of the Government of the Republic of Kazakhstan dated December 31, 2020 No. 955.
Main areas of activity:
fishing – fishing of fish resources and other aquatic animals;
fish farming is the artificial reproduction and cultivation of fish for the purposes of entrepreneurial activity.
In order to develop fish farming at the legislative level, the following measures have been taken:
- approved the Rules for the transfer of fishery reservoirs, previously fixed for commercial fishing, to reservoirs for fish farming;
- a specific deadline for concluding a contract for fish farming has been set for 49 years (previously it was from 5 to 49 years);
- unnecessary requirements for fish farmers are excluded as part of development plans;
Besides:
- business is exempt from compensation for losses during the construction of fish farms on agricultural lands;
- restrictions on the placement of fish farms in the water protection zone have been lifted;
- the subjects of commercial fishing are given the right to organize a cage farm on fixed reservoirs;
- - the requirements for the development of design and estimate documentation and obtaining the conclusion of state expertise during the construction of fish ponds and swimming pools are excluded.
Since 2006, work has been underway on the long-term consolidation of reservoirs for users, which guarantees access to fish resources for a long time, allows for systematic work to involve users' own funds in the development of fisheries in fixed reservoirs and areas, their protection, reproduction and research, as well as attracting investment.
Today, the conditions for the competitive consolidation of reservoirs for the management of lake-commodity and cage fish farms have been significantly simplified. Thus, the requirements for the ownership of fish-breeding and reclamation equipment, fish cages, fish-breeding installations with closed water supply, means for transporting fish (live-harvesting machines) are excluded.
At the same time, since August 17, 2021, new Rules for holding a competition for securing fishery reservoirs have been in effect, which have become more understandable to all participants of the competition and transparent, which eliminates corruption risks.
Thus, the competitive procedures are automated and simplified due to their holding in the form of an auction in an electronic format, where the final result depends on the decisions made by the auction participants themselves. During the auction, each participant announces his price step by step and the winner is the participant who offered the highest price.
Thus, today the winner of the competition is determined by the results of the auction, and the result depends on the financial capabilities of its participants.
Applications for participation in the competition are accepted on the web portal www.gosreestr.kz .
To date, fish farmers have received state support in the form of reimbursement of 25% of investments in fisheries, and 30% of expenses are subsidized when buying feed for three types of fish – these are sturgeon, carp, salmon.
In 2022, the subsidized list of fish species will be expanded with catfish, lats, cichlids, and crustaceans.
A legal act has also been adopted, which provides for new types of subsidies to reimburse up to 50% of expenses: from the cost of fish-breeding and biological justifications; for the purchase of fish planting material; for the purchase and maintenance of repair and breeding herds of valuable fish species; for the purchase of medicines.
