Today, the program for the development of productive employment and mass entrepreneurship for 2017-2021 "Enbek" (further – the Program) is in effect to provide state measures to promote employment.
The Program provides for state support measures in the following areas:
1) providing Participants with technical and vocational education and short-term professional training;
2) development of mass entrepreneurship;
3) development of the labor market through the promotion of employment and labor mobility.
4) implementation of complex measures of the national project "Zhastar-El tiregi".
In total, 449 thousand people were employed under the Program in 2019, of which 383 thousand were permanently employed, or 85%.
By region, the share of employed people among the Program participants is higher in Karaganda (79%), Zhambyl (77%), Atyrau and Aktobe (74%) regions.
The smallest share is in the Mangistau region (48%) and in the city of Nur-Sultan (58%).
The number of unemployed youth has decreased by 4 times and today, with the overall unemployment rate in the Republic of 4.8%, youth unemployment is at a low level and is 3.8% or 84.7 thousand people.
The economically active part (labor force) of youth aged 15 to 28 years is 2 million 206 thousand young people, of which more than 96% (2 million 121 thousand people) are employed, and persons who are not part of the labor force (are not employed or unemployed) – 1 412 thousand people.
Among the employed youth, 1 million 638 thousand people or 77% are employees, 483 thousand people
Within the framework of the "Zhas kasipker" project, events were held to actively involve young people in business activities.
Training in the basics of entrepreneurship in the framework of the "Bastau Business" project. Last year, about 40 thousand people were sent for training. More than 26 thousand people received grants and micro-loans to implement new business ideas. As a result, young people not only opened their own businesses, but also provided more than 100 people with jobs, creating new jobs.
In addition, government support measures for young people have been revised and two new tools have been developed: the First workplace and generational Contract projects.
The implementation of the "First workplace" project will allow citizens who do not have work experience to get a job at the first workplace.
The project "contract of generations" provides for employment with subsequent replacement of the current employee who has reached retirement age.
The priority right for employment under these projects is given to young people, able-bodied members of large and low-income families, and able-bodied disabled people.
