The winners and prize recipients of Alem Tech Fest 2026, the largest robotics and STEM technology festival in Central Asia, were awarded in Astana.
More than 5,000 school students from Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, Estonia, Vietnam, and Hong Kong took part in the festival.
The award ceremony was attended by Deputy Prime Minister of the Republic of Kazakhstan – Minister of Information Technologies and Digital Development Zhaslan Madiyev, Chairman of the Management Board of Samruk-Kazyna JSC Nurlan Zhakupov, as well as representatives of sectoral ministries and organizations.
Deputy Prime Minister Zhaslan Madiyev highly praised the engineering potential of young people and noted:
“Developing robotics is an important direction of our country’s digital transformation. Today we see not only students working with construction kits, but future engineers and specialists in artificial intelligence. These talented young people will introduce advanced technologies into industry and public administration, strengthening the country’s competitiveness in the global market.”
As a result of the Central Asia FIRST Championship tournament, 50 best teams were identified and awarded cash prizes and educational grants.
In addition, Kazakhstan’s national robotics team was formed from 16 top winning teams. The national team will represent the country at the FIRST Championship 2026 world finals in Houston, USA. Other prize-winning teams received qualification spots for international tournaments in North America, Europe, and Southeast Asia.

The event was organized with the support of the Ministry of Education of the Republic of Kazakhstan by the USTEM Foundation public fund and the Republican Scientific and Practical Center “Daryn.” Partner organizations included the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, the Astana Hub international innovation cluster, and the Ministry of Defense of the Republic of Kazakhstan. Zhuldyz Suleimenova held an official meeting with Dr. Kai-Fu Lee, CEO of Sinovation Ventures. The parties discussed the integration of artificial intelligence technologies into secondary and technical and vocational education, as well as raising the quality of human capital to a new level.
Head of State Kassym-Jomart Tokayev has declared this year the Year of Digitalization and Artificial Intelligence. This decision marks a firm step forward in the country’s technological development. The Minister emphasized that artificial intelligence technologies are not merely technical tools but a strategic resource for modernizing social policy and public administration and for enhancing national competitiveness.
“As a result of our systematic work, 100,000 teachers have completed specialized training and received certificates in using ChatGPT and other artificial intelligence tools in the educational process. Our strategic goal is to effectively leverage the potential of artificial intelligence to ensure inclusion in education, personalize learning, and transform public institutions in line with modern requirements,” - said Zhuldyz Suleimenova.
Dr. Kai-Fu Lee highly praised the Ministry’s commitment to digital reforms and shared his conceptual vision for the transformation of the education sector. In his view, artificial intelligence will free teachers from technical routine tasks such as grading, testing, and data processing, allowing them to strengthen their role as pedagogical mentors and creative leaders.
According to the expert, one of the key directions for integrating artificial intelligence into secondary education is adapting educational content to each student’s cognitive characteristics and interests. For example, interdisciplinary approaches can link complex subjects with areas that engage students. Mathematical concepts can be taught by connecting them to a student’s interest in football, making learning more effective.
The importance of interactive learning environments will continue to grow. Through animation technologies and artificial intelligence agents, it is possible to create dialogues with historical figures. This approach elevates learning from a purely academic level to an immersive experience. At the same time, in the context of rapid technological progress, soft skills such as creative thinking, communication, and empathy will become the most valuable assets in the labor market.
The meeting also addressed the impact of artificial intelligence on the labor market and related ethical considerations. According to Dr. Lee’s forecast, artificial intelligence will optimize up to 60 percent of work processes, enabling professionals to shift toward more creative roles.
The Ministry noted that it will strengthen public awareness initiatives and retraining programs, taking into account ethical concerns within society, particularly among parents and teachers.
As a result of the meeting, the parties agreed to develop a joint action strategy for the education sector. The cooperation envisions support for acquiring advanced technological licenses for the national education system, establishing a local innovative company, adapting artificial intelligence methodologies to the national context, and expanding pilot projects implemented under the AI Kitap initiative and at School No. 107.

Будучи ответственным за этот законопроект, знаю, насколько важным шагом было его принятие.
Сегодня по прошествии 2-х лет мы видим необходимость работы в данном направлении.
Что предлагает министерство?
Антикризисный план по развитию высшего образования, который станет основой для дальнейшей модернизации системы высшего образования и повышения ее конкурентоспособности.
Для разработки плана, состоящего из трех шагов, была создана экспертная группа, которая с марта текущего года проводит обсуждение. Теперь более подробно.
Первый шаг:
1) Важно стимулировать вовлечение в образование представителей бизнеса и производства, иностранных преподавателей, обмен специалистами на межрегиональном уровне.
Образование должно готовить обучающихся к реалиям рынка, максимально стараться не отставать от них.
В связи с этим считаю нужным пересмотреть требования по остепененности, штатности и базовому образованию.
Не стоит задача отмены этих критериев как таковых, но они не должны ограничивать свободу вузов.
В частности, по таким направлениям подготовки, как Ресторанное дело, Бухгалтерия, Туризм, Услуги, Финансы, IT, Журналистика, Связи с общественностью, Стандартизация и сертификация, требования по остепененности и штатности являются бессмысленными и затрудняют вовлечение специалистов-практиков в преподавание.
2) Внедрение возможности выбора дистанционной или смешанной формы обучения в сочетании с традиционным очным обучением.
Выбор окончательной формы остается за студентом.
Предлагаемая форма обучения будет отличаться от того, что было весной, т.к. изначально дистанционную форму внедряли как временное решение.
Конечно, эту работу необходимо будет сочетать с обучением преподавателей и обновлением образовательных программ. Для полноценной адаптации дистанционной формы обучения необходимы законодательные изменения.
3) Предлагается также сделать рамочными типовые учебные программы по циклу ООД, сделать их четким формулированием результатов обучения, которые должны быть достигнуты по итогам освоения ООД.
Сегодня в типовых программах описываются не только результаты, но и методы их достижения. Министерство не должно в это вмешиваться, академическая свобода должна быть полноценной.
4) Вскоре докторанты, как и другие студенты, начнут новый учебный год. По сегодняшним нормативным актам докторанты должны утвердить тему диссертации в течение первого семестра обучения.
Практически это почти всегда носит формальный характер, пропадает гибкость определения направления научного исследования. Докторант и его руководитель должны сами определять сроки утверждения темы диссертации по мере ее проработанности. В образовании и науке не должно быть формального подхода! То же самое касается сроков утверждения индивидуальных учебных планов (ИУП) докторантов. МОН не должен регламентировать сроки и содержание таких документов. Мы будем дальше работать над снижением отчетности в вузах.
5) Отмена ВОУД. Данный вид контроля никогда не был достаточно эффективным. В условиях расширения академической самостоятельности, когда каждый вуз готовит свои образовательные программы, ВОУД фактически становится бессмысленным.
Второй шаг программы:
В настоящее время задача МОН и вузов не только обеспечить высокий уровень качества образования, но и снизить финансовую нагрузку на обучающихся.
Я уже обратился к вузам с рекомендацией не повышать стоимость за обучение, но для этого нужно создать условия для вузов.
В связи с этим предлагается следующий пакет антикризисных мер:
Третий шаг программы:
В любом случае необходимо следить за качеством образования.
МОН должен продолжать политику выявления недобросовестных вузов-«пылесосов».
В то же время от жесткой политики государственного контроля страдают и добросовестные вузы.
В связи с этим было поддержано предложение по ранжированию вузов по лигам, которое ранее было озвучено на заседании НСОД.
Первая категория: вузы, конкурентоспособные на международном уровне. Главным критерием для них будет высокий уровень научных исследований. Это вузы, где наука задает тон образовательным программам и оказывает влияние на экономику страны. Такие вузы будут иметь 100 % академической свободы. Освобождение от госконтроля позволит им не отвлекаться на проверки. Полная презумпция доверия.
Вторая категория: вузы, конкурентоспособные на национальном уровне. У них будет такой же уровень академической свободы, как и у вузов первой категории. Они также будут освобождены от проверок.
Относительно третьей категории.
Не все региональные вузы могут конкурировать на республиканском уровне, однако студентам, оставшимся в регионах, они дают хороший уровень образования и ориентируются на «своего» обучающегося. Региональные или отраслевые вузы (третья категория) будут иметь большой объем академической свободы. Эти вузы будут проверяться только по системе оценки рисков.
Четвертая категория: все другие вузы.
Они будут подвергаться постоянному госконтролю в полном объеме, для них будут действовать многие требования и нормы в связи с низким уровнем качества и доверия к этим вузам.
В основе ранжирования вузов по 4 категориям лежит конкуренция вузов по повышению качества образования и науки, а конкуренция, как известно, всегда полезна.
В целом, мы считаем, что реализация этих трёх шагов позволит придать дополнительный импульс всей сфере высшего образования в нашей стране, а конкуренция, основанная на реальной эффективности образования, благодаря академической свободе улучшит качество работы вузов и, как результат, поможет стать их выпускникам еще более конкурентоспособными, в том числе и на международном уровне.
Я понимаю, что данные предложения могут быть по-разному восприняты.
Но искренне считаю, что в нынешнее время необходимо принимать такие решения.
Мы должны больше доверять и друг другу, и вузам, и студентам, и преподавателям. Только так можно осуществить позитивные изменения.

28 февраля 2020 года состоялась церемония награждения обладателей звания «Лучший преподаватель вуза» с участием вице-министра образования и науки Республики Казахстан Мираса Дауленова.
Обладателями звания «Лучший преподаватель вуза» стали 200 человек из 48 высших учебных заведений страны. В конкурсе на присвоение звания «Лучший преподаватель вуза» приняли участие 471 претендентов из 81 высших учебных заведений республики. В числе обладателей звания «Лучший преподаватель вуза» 56 докторов наук, 68 кандидатов наук, 58 докторов PhD и 18 магистров.
Научно-педагогическая деятельность преподавателей оценивалась по качественным и количественным показателям: разработка, участие и издание учебников, монографии, учебных пособий на английском языке; наличие сертификата об успешном прохождении обучения по курсу на базе платформы массовых открытых онлайн курсов и т.д.
Данный грант дает возможность преподавателям вузов стажировку в ведущих университетах мира для повышения квалификации и проведения научно-исследовательских работ.

Al-Farabi Kazakh National University scientific journal “International Journal of Biology and Chemistry” became part of the Emerging Sources Citation Index Database on Web of Science Core Collection platform
According to Clarivate Analytics agency (former Thomson Reuters) journal articles will be indexed starting from January 2018. The University’s journal inclusion into the most authoritative international database that indexes world’s best scholarly publications, is yet another confirmation of the consistent course towards internationalization and the development of a research university.
As it follows from Clarivate Analytics’s policy, the journal selection for Emerging Sources Citation Index is the first and important step on the way for the journal to get included in the main Web of Science Core Collection Database, which in turn will give an impact-factor index, based on the citation index.
It should be noted that International Journal of Biology and Chemistry is Al-Farabi KazNU’s third scholarly edition, which got included in Emerging Sources Citation Index Database on Web of Science Core Collection platform. As such, the database already indexes Eurasian Chemico-Technological Journal and News of NAS RK. Physico-mathematical series, published on the basis of Al-Farabi KazNU.

October 26 in the course of his working trip to the Almaty region, Prime Minister Bakytzhan Sagintayev held a meeting with education workers and parents in the region on the implementation of the Address-2019, and visited the Lyceum School No. 28 to get acquainted with the quality of educational services.
A wide range of issues related to the development of the education system, in particular, improving the quality of pre-school and school education, ensuring child safety, raising the social status of teachers, digitalization, upgrading infrastructure, including the construction of new schools in order to eliminate three-shift education were discussed. The purpose of the meeting is to hear firsthand how, within the framework of the performance of the Address of the Head of State, issues of the education system are being addressed.
The Prime Minister noted that 1.75 trillion tenge would be allocated to the implementation of the Address over the next three years. First of all, work is underway to increase the minimum wage by 1.5 times from January 1, 2019, from 28 to 42 thousand tenge. As a result, wages of 1.3 million employees will grow by 30%. It will also affect 275,000 civil servants, including teachers, whose salaries will increase by 35%.
Meanwhile, the participants of the meeting noted the importance of the President’s order to increase public spending on the development of education and health care systems to 10% of GDP over the next five years.
Secondly, it was noted that, on behalf of the Head of State, an additional 50 billion tenge should be allocated to eliminate three-shift schools and a shortage of places. Thus, in total about 100 billion tenge was allocated for the construction of schools. At the same time, the Prime Minister outlined the need to attract private investment and use the public-private partnership mechanism for the construction of new educational facilities.
In addition, issues of ensuring the safety of children through the establishment of surveillance cameras, raising the status of teachers were considered. Within the framework of the Address, the status of teachers, their salaries, and social guarantees will be completely redesigned, the burden on teachers will be reduced. The Ministry of Education and Science is developing a draft law on the status of a teacher. Attention was also paid to improving the quality of work of universities and colleges, which will now be monitored based on the demand for graduates and employment indicators.
During the discussion, educators came out in support of the initiatives of the President voiced in the Address to the people of Kazakhstan.
The teacher of physics of school No. 11 named after Berlikozhauly of the village of Erkin, K. Zhaksybayev, a participant of the program “With a Diploma — to the Village!” noted the importance of supporting young teachers.
“In our region there are more than 418,000 young people, 80% of which are rural youth. There are cases when young people from villages cannot find a permanent job after graduation. I hope that the Year of Youth will give a new impetus to the solution of many issues. All conditions have been created for us, the older generation supports us, we must strive forward,” said Zhaksybayev.
The teacher of English at school No. 5, Kapshagai, Y. Donskaya, in her speech stated that caring for the teacher is caring for the younger generation, about the future of the country.
“The sphere of education, upbringing of the younger generation has never been left without attention by the Head of State. The Address was heard October 5, on Teacher's Day, and we took it as a gift. Elbasy instructed to adopt the law ‘On the Status of the Teacher,’ which will consider the legal and social protection of teachers, reducing weekly workload, will also consider salaries of teachers and kindergarten teachers," Donskaya said, calling the traditional annual Address of the President to the people of Kazakhstan an important document uniting the spirit and strength of our people.
In turn, the Minister of Education and Science Yerlan Sagadiyev, commenting on the issues raised, reported that today the draft law “On the Status of the Teacher” is under discussion. The public introduced various kinds of proposals. All proposals have been collected, the project will be discussed for two months, then it will be posted on the website of the ministry. There will be a public analysis. According to the Minister, by the end of 2018 the bill will be ready.
In addition, representatives of the parent and student community made comments during the meeting. A member of the regional parent committee, D. Abdildina, made suggestions on ensuring child safety, strengthening the work of school psychologists, and enhancing the role of the Board of Trustees. The teacher of the Russian language at the secondary school No. 12 in Taldykorgan E. Filimonova shared her opinion on the status of the teacher and the professional development of teachers.
The third year student of the Agrotechnical College N. Babazhan told the meeting participants about the quality of education, living conditions in student dormitories, and also voiced students' proposals for the Year of Youth.
“The new Address of President Nursultan Nazarbayev is of particular importance for young people. For the first time in the history of independent Kazakhstan, the Year of Youth is announced. Young people of Zhetysu proudly received the news that 2019 is dedicated to the young generation. We hope that the implementation of the state youth policy in our region will receive a special impetus this year,” said Babazhan.
Rector of Zhetysu State University named after Zhansugurov, K. Baimurzayev, outlined the issues of improving the quality of training and improving the competitiveness of domestic universities.

It should be noted that in order to prepare young people for the digital economy, 21 robotics rooms, 11 IT classes and two IT centers have been opened in the region. On the basis of the Almaty Economic, Taldykorgan Polytechnic and Taldykorgan Agro-Technical colleges, three centers for IT competences have been created.
In total, the construction of four schools was completed and put into operation at the expense of the republican budget, 30 educational facilities were repaired in 2018. Currently, 22 educational facilities are under construction. By the end of 2018, the construction of two schools, one kindergarten and one music school will be completed.
October 9 at a briefing in the press center following the Government meeting, Vice Minister of Education and Science Elmira Sukhanberdiyeva spoke about the updated content of education, the work of psychologists and the unloading of three-shift schools.
In the Address to the People of Kazakhstan “Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life,” the President noted that the methods and standards of education in Nazarbayev Intellectual Schools should become the single standard for the country's public schools. According to the vice minister, the transmission of NIS experience has already begun in 2016. The entire system of secondary education has switched to updated content.
“We have a gradual transition: 1st, 2nd, 5th and 7th grades were engaged, now 3rd, 6th and 8th grades have been transferred. Until 2021, we will have completed the entire phased transition to the updated curriculum, and in 2021 all classes will proceed in stages and will graduate with the updated curriculum. The format has been completely revised: we have trained teachers, a new criterion assessment system has been introduced,” said Sukhanberdiyeva.
At the same time, the vice minister of education noted the importance of solving the issue of school psychologists, of which there are now more than 7,000 in the country.
“We will create a separate group that will address the issue of school psychologists. The question is very serious and it has long been overdue. Psychologists have a huge burden. In our country, according to the standards for one psychologist, we have a class-kit, which is not quite right. Now we have begun to revise the standards,” Sukhanberdiyeva stressed.
The vice minister informed that in Almaty there are only 708 students per psychologist, and in Astana — 1,200.
“Now we also allocate funds to organize courses, attract foreign experts, create a large program in order to properly and competently train our teachers, unload and direct it to ensure that we have a good psychological climate in schools,” added Sukhanberdiyeva.
Also in his Address, the Head of State, in order to increase the availability of education, instructed the Government to provide 2019–2021 additional 50 billion tenge from the republican budget for regions experiencing the greatest shortage of student places and problems with three-shift and emergency schools.
Vice Minister of Education and Science Bibigul Assylova noted that the issue of three-shift schools is being solved within 7-10 years.
“The republican budget allocates significant amounts of financing for construction, but due to demographic growth and the development of large agglomerations, the problem of three-shift schools remains, especially in urban areas,” said Assylova.
According to her, the largest number of three-shift schools in Almaty region. As part of the allocated funds for the three-year period in the Almaty region it is planned to build two schools.

October 5, 2018, in his annual Address to the people of Kazakhstan, the Head of State updated a number of pressing issues facing the education system in the light of the new stage of the country's modernization. Among them are the improvement of the quality of school and preschool education, ensuring child safety, raising the status of a teacher and his role in society, synchronizing the construction of schools with plans for the development of human settlements and others.
Pre-school Education and Training
Sagadiyev reported that in preschool education and training, the coverage of children 3-6 years old is 93%. An automated system for issuing referrals to kindergartens is being introduced: today, 69.5% are automated in the republic. In 58% of kindergartens installed surveillance cameras.
“The Head of State instructed to provide kindergartens and schools with video surveillance cameras for three years. For its part, the ministry will monthly monitor and summarize information,” said Sagadiyev.
To improve preschool education, the issue of the quality of the staff in kindergartens will be addressed. The minister reported that, in accordance with the instructions of the Head of State, together with the akimats, in 2018 the Road Map will be approved, which will include measures to improve the skills of preschool educators, introduce uniform qualification requirements and revise the wage system.
In secondary education, according to the minister, on the instructions of the Head of State, the law “On the Status of the Teacher” will be developed. The law will provide incentives for improving the social status of teachers, reducing the workload and protecting against unnecessary checks and other measures. The approval of the law is scheduled for 2019. The law will be developed and public discussions will take place in 2018.
Secondary Education
As noted by Sagadiyev, in order to resolve issues with emergency schools and the three-shift training system, 60 schools are being built in the republic today. Funds from the republican budget are allocated for the construction of 11 of them, 27 schools should be built from the republican budget — for these schools and for new three-shift schools, according to the ministry, a national base will be fully formed within a week. For these purposes, the allocated funds in the amount of 50 billion tenge will be directed first of all. The remaining three-shift schools should be built at the expense of local budgets.
“As part of the Head of State’s instructions, it is necessary to bring the construction of schools into line with, by analogy with the construction of housing under the programs 7–20–25 and Nurly Zher. In this regard, the regions should envisage the introduction of standards for the provision of new homes with schools, a system for providing private companies with preferential loans for the construction of schools,” emphasized Sagadiyev.
To increase the number of psychologists in schools, as well as to increase the level of their professionalism, the Ministry of Education and Science conducted work on the Happy Family Program with the invitation of foreign specialists. The work will continue, the Ministry will prepare a single program. In addition, national testing is being introduced, in all areas, refresher courses for psychologists will be conducted. It is also planned to consider an increase in the category and salary of educational psychologists through a new system of certification and testing for professional competence. The new system will be developed and submitted to the Government in 2018.
In addition, answering the questions asked during the meeting, the Minister Sagadiyev reported on ongoing explanatory work on the updated content of education. Today, according to the ministry, 70% of children are enrolled in updated programs. Parents have an understanding, teachers are prepared for work. Work is also being done on introducing electronic textbooks: the work has begun, textbooks on some subjects are available and are being actively used. The ministry plans 100% equipment of schools with electronic textbooks within two years. At the same time, for the convenience of students, the issue of installing lockers in schools is being worked out.

October 9 at a briefing following the Government meeting, vice ministers of education and science Elmira Sukhanberdiyeva and Bibigul Assylova spoke about measures to improve the quality of pre-school education.
Thus, Sukhanberdiyeva informed that in fulfillment of the President’s Address to the people of the country “Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life,” the Ministry of Education and Science is considering a block of issues related to pre-school education.
“We are developing a Roadmap together with local executive bodies. A working group is being created. We are starting work on the implementation of a unified national qualification testing,” said the vice minister.
It should be noted that the qualification tests for middle level teachers have already been developed. Moreover, in June 2018, 56,910 teachers passed certification on them. Teachers who have passed the test and the second stage, from September 1, receive a new salary. The next test will take place in November 2018.
By analogy, it is planned to introduce national qualification testing for educators.
“We are now talking about raising wages. A surcharge from 30% to 50% based on the results of the national qualification will be introduced. This applies not only to educators, this also applies to heads and methodologists of kindergartens,” said Sukhanberdiyeva.

At the same time, the Vice Minister of Education and Science Bibigul Assylova reported that on behalf of the commission, by 2023, the overall expenses for education would be significantly increased.
“As part of the additional funds that will be allocated to us, starting from 2019, the salaries of educators, methodologists, and heads of kindergartens will be increased. As part of the development of the Law on the Status of Teachers, an increase in the salaries of school principals and deputy directors is envisaged. In addition, in order to support our teachers, almost three times increase in wages for classroom management and for checking notebooks alone is provided. Additional funds will be allocated from the republican budget for these purposes,” Assylova informed.
