Nurlan Baybazarov, Deputy Prime Minister - Minister of National Economy, held a meeting with representatives of the World Bank (WB) and the International Finance Corporation (IFC, part of the WB structure) in Astana.
Tatyana Proskuryakova, WB Regional Director for Central Asia, Andrey Mikhnev, World Bank Resident Representative in Kazakhstan, Zafar Hashimov, IFC Regional Manager for Kazakhstan, Kyrgyzstan and Tajikistan, and Ekaterina Benjamin, IFC Country Manager in Kazakhstan, attended the meeting.
Parties discussed the status of previously financed investment projects and grants allocated for environmental projects, as well as possible new areas of cooperation.
Nurlan Baybazarov stressed that as the Governor of the World Bank from the Republic of Kazakhstan in further work with the Organization he intends to pay special attention to the development of public-private partnership and attracting investment in infrastructure. He also mentioned about the significance of joint economic research program continuing, being implemented by the World Bank under advisory support of the Government of the Republic of Kazakhstan.
Representatives of the World Bank and IFC, expressed their support for the Government's actions aimed at developing a sustainable and inclusive economy and improving the environmental situation. They reported about readiness to consider projects in these directions.
World Bank Group is interested in financing projects on household waste recycling, infrastructure reconstruction, development of agriculture, water and energy sectors, Aral Sea rehabilitation, science and education development. Assessment of damage caused by large-scale floods was proposed as a grant support in a difficult period for the country.
Nurlan Baybazarov noted that Kazakhstan attaches high importance to the partnership with the World Bank Group, contributing to the socio-economic development of the country. For more efficient interaction, Kazakhstan side intends to eliminate existing bureaucratic barriers. For example, to eliminate the requirement to provide counter-guarantees when obtaining international financing for quasi-state companies.
"The World Bank Group has been one of the important strategic partners and the largest source of direct investments for our country for more than 30 years.We intend to preserve the established traditions of partnership and develop new joint projects," said Deputy Prime Minister.
Ministry of National Economy together with the Ministry of Finance, "Atameken" NCE and Akimats of the affected regions, developed the Rules of compensation for property losses caused to small and medium-sized enterprises (hereinafter - SME) as a result of the consequences of floods in 2024.
Compensation is provided for lost or damaged property of small and medium-sized enterprises, except for insured property for which payments are made by insurance companies.
Before filing a claim for compensation, entrepreneurs need to assess the damages incurred and determine the amount of compensation.
Compensation is subject to cost:
Real estate (buildings, structures, equipment) - according to the provided defect list, design and estimate documentation.
Inventory, fixed assets (excluding real estate) - based on the data of state revenue authorities depending on the average monthly amount of turnover or income of a business entity.
Movable property - according to the estimate of restorative repair, property valuation report.
- Payments will be made from the state budget and extra-budgetary funds in the regions.
- Standards do not apply to compensation of property losses caused to business entities of agro-industrial complex, for which there are separate rules of compensation developed by the Ministry of Agriculture of the Republic of Kazakhstan.
- Compensation for lost inventory is made at the wholesaler's purchase price.
- Regional Commissions established by local akimats make the decision on compensation.
- In the event that the SME disagrees with the amount of compensation, the amount of damage shall be determined on the basis of a forensic examination.
- Payment for services related to assessment and/or related audit services, preparation of estimates and costing of rehabilitation works, lawyers' services is made at the expense of akimats.
- Applications for compensation will be accepted until November 30, 2024.
Application procedure for compensation
1) Before applying for compensation, the entrepreneur applies to the Akimat of the region/city for recognition as a survivor of the 2024 floods;
2) Entrepreneur assesses the losses incurred by engaging appraisal and expert companies (the list of companies is published on the websites of akimats);
3) After collecting the necessary documents, the entrepreneur sends an application for compensation of losses through the electronic portal e-gov.kz or on paper to the akimat (if the property owner is unable to apply in person, his interest can be represented by a proxy);
4) Within 5 working days, the Regional Commission shall consider the application and make a decision to grant or deny compensation;
5) Regional Commission shall sign the Minutes of the meeting and notify the entrepreneur of the decision within 1 working day;
6) Payment of compensation is made within 10 working days to the account specified in the application.
List of documents required to receive compensation:
1) for individual entrepreneurs - a coupon of an individual entrepreneur, for legal entities - certificate of state registration of the legal entity;
2) documents confirming ownership rights;
3) Statement that there is no voluntary property insurance;
4) written notice to the owner of criminal liability for the accuracy of the information provided;
5) written notification to appraisal, expert organizations of criminal liability for the accuracy of the information provided;
6) documents confirming the assessment of losses incurred;
7) an invoice or an invoice for the services of appraisal and other companies engaged to determine the amount of compensation;
8) other documents, photo and video materials confirming the facts of damage.

KaragandyZhyluSbyt LLP submitted a notification to the Department of the Committee for Regulation of Natural Monopolies of the Ministry of Energy of the Republic of Kazakhstan for Karaganda region on reduction of electricity tariff for legal entities of Karaganda by 14.6% from KZT 38.84 to KZT 33.19 per kWh.
The reduced tariff comes into effect on 5 May 2024.
Tariff reduction became possible after the recent suspension of licences for electricity supply services for unregulated energy supply companies by the territorial departments of CRNM MNE RK.
The Government performed this activity under the instruction of the Head of State to eliminate intermediary structures, including unproductive intermediaries in the chain of electricity supply to consumers.
Prerequisite for tariff reduction was the transition of consumers (legal entities and city budgetary organisations) from unregulated energy supplying organisations to the guaranteed supplier of electricity (KaragandyZhyluSbyt LLP), resulting in an increase in the volume of services provided by the guaranteed supplier, respectively, and tariff reduction.

Department of the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan for Akmola region informs about planned reduction of payment for electric energy for household consumers (population) of settlements in the suburbs of the capital, such as Taitobe village, Kyzyl-Suat village, Shubary village, Koyandy village, Akkain village.
The decrease was possible after the recent suspension of licences for electricity supply services for unregulated energy supply companies by the territorial departments of the CRNM MNE RK.
As a reminder, this work was performed by the Government under the instruction of the Head of State to eliminate intermediary structures, including unproductive intermediaries in the chain of electricity supply to consumers.
Prerequisite for the reduction was the transition of household consumers (population) from unregulated energy supplying organisations to the guaranteed supplier of electricity (AREC-Energosbyt LLP), which will eliminate the service fee of KZT 2,000 from each subscriber.
It should be noted that this fee was charged from consumers of Kipest LLP, which was not a guaranteed supplier of electricity, but only a service organisation, as an additional fee, which placed a burden on consumers. Residents of settlements of Tselinograd district of Akmola region have repeatedly asked about the legality of charging this additional fee.
These changes will allow the population of these settlements to receive electricity at the approved tariffs, without additional surcharges.
Emergency situations of local scale are in effect in a number of regions of the country in connection with the flood situation. Comprehensive assistance is being provided to affected citizens of Kazakhstan.
The Government of the Republic of Kazakhstan has made a decision to grant consumers a deferral of payment of utility bills.
The deferment will cover utility payments for March and April, which consumers will be able to pay later without penalty charges.
The lists of flood-affected consumers (subscription numbers) will be formed by local executive authorities.
Such lists will be submitted to the utility companies, which in response will take appropriate measures to defer utility payments.

The Committee on the regulation of natural monopolies of the Ministry of National Economy of the Republic of Kazakhstan and its territorial subdivisions within the framework of the requirement of the General Prosecutor's Office of the Republic of Kazakhstan in relation to the production branches of KazTransGas Aimak JSC in a number of regions conducted unscheduled inspections.
As a result of inspection activities in the actions of branches of KazTransGas Aimak JSC revealed a number of violations in the establishment of additional requirements not related to the regulated service, expressed in charging consumers for services of tapping, sealing and initial start-up of gas.
The amount of unreasonable charges for these services totalled about 1.2 billion KZT.
Administrative cases were initiated against the branches of KazTransGas Aimak JSC for violations committed for a total amount of 79,536,471 KZT.
The territorial subdivisions of the Committee on the regulation of natural monopolies of the Ministry of National Economy of the Republic of Kazakhstan issued instructions to the branches of the monopolist entity to eliminate violations of the legislation by refunding unreasonably charged amounts to consumers and stopping the practice of charging for services of tapping, sealing and initial start-up of gas.

Main topic of the last meeting with Muhammad Al-Jasser was financing of projects on modernization of water infrastructure of Kazakhstan, which in connection with unprecedented floods of this year is one of the priority tasks of the Government.
Thus, in order to preserve the country's water-resource potential and ensure security, a number of urgent measures are envisaged for the construction and reconstruction of reservoirs, hydraulic structures and irrigation systems, as well as for digitalization and introduction of water-saving technologies.
As a result of the negotiations, an agreement was reached to direct large-scale investments of the IDB Group into water sector projects in the Republic of Kazakhstan, and allocate grants for the preparation of relevant technical documentation. First tranches will be affected already in the current year.
As part of the negotiations with ICIEC, agreements were reached on cooperation on reinsurance, insurance and guarantee with the organizations of Baiterek Holding - export credit agency KazakhExport and Development Bank of Kazakhstan. Companies are interested in implementing joint projects with ICIEC in the field of transportation infrastructure, trade finance, and investment insurance.
It should be reminded that the Republic of Kazakhstan became a member of the Islamic Development Bank in 1995. During this period, 67 projects totaling about USD 1.8 billion were completed in the republic with the participation of the IDB Group.
The Senate held a round table on the topic "On the level of budgetary autonomy of the regions, the activities of audit commissions and internal audit services of local executive bodies".
Vice Minister of National Economy Bauyrzhan Omarbekov took part in the meeting and spoke about strengthening the budgetary autonomy of the regions. He noted that on the revenue side of local budgets, a set of measures to expand the sources of revenues with simultaneous improvement of forecasting methodology has been provided.
Collectability of local taxes has increased in recent years, which clearly shows the work of akims' principle of interest in tax collection. The additional revenues are not withdrawn, they remain at the disposal of the region. In general, regions' dependence on the center is gradually decreasing. "The goal is to reduce this proportion as much as possible," Omarbekov said.
In addition, the establishment and consolidation of minimum basic standards and the application of a system of regional standards in budget planning are being considered to ensure equal access to basic goods.
