PASSENGER TRANSPORTATION

Bus routes.

Currently, there are 4 international routes in the region (Samara, Orenburg, Tolyatti, Saratov).

There are 2 inter-regional routes (to Atyrau, Aktau), 23 inter-district routes are served by 19 carriers. All 12 regional centers are covered by bus routes.

In recent years, the amount of subsidies allocated from the regional budget has been increasing, as well as the number of subsidized inter-district routes. 500.0 million tenge has been allocated for 2025 (2024 436.0 million tenge). To date, 15 carriers receive subsidies on 20 routes. According to the results of 6 months of 2025, 277.2 million tenge was disbursed, 151750 passengers were transported.

In general, subsidizing socially significant routes to district centers ensured accessibility for low-income segments of the population (students, pensioners, etc.) and contributed to solving social problems.

Thanks to subsidies and support from the regional akimat, fleets of carriers serving inter-district routes are being updated. In 2023-2025, 13 new buses were purchased. This has had an impact on improving the quality of passenger service.

Railway routes.

The following railway routes pass through our region:

- International train "Almaty-Saratov";

- Inter-regional trains Uralsk- Astana, Uralsk-Almaty, Uralsk-Mangystau;

- Inter-district communications "Uralsk-Semiglavy Mar" and "Uralsk-Shyngyrlau".

A program is being implemented to subsidize the socially significant routes Uralsk-Semiglavy Mar and Uralsk-Shyngyrlau. In 2025, 250.4 million tenge of subsidies were allocated (2024 236.0 million tenge). For 6 months of this year, 29750 people were employed. Flight routes. Currently, passenger flights to 9 destinations are operated through Uralsk International Airport, including 6 domestic (Astana, Almaty, Turkestan, Aktau, Atyrau, Shymkent) and 3 international (Frankfurt, Sharm el Sheikh, Antalya). As you know, at the moment, the founder of Oral International Airport LLP with a 100% stake is Oral Airport Holding LLP. The decision to buy out Oral International Airport LLP was approved by the Decree of the Government of the Republic of Kazakhstan dated November 11, 2022 No. 892. According to a Russian investor represented by JSC Retrans, which is one of the founders of Oral Airport Holding LLP with an uncontrolled stake of less than 50%, a project is being developed for the reconstruction of the apron and taxiway with subsequent implementation in 2025. The implementation of the project will make it possible to remove restrictions on the weight of aircraft on the taxiway and apron of the airport. In the future, taking into account the commissioning of the new terminal and the implementation of the above-mentioned project, the possibility of opening new destinations will be considered.
