Healthcare development in the West Kazakhstan region (information for the first half of 2025)

Emergency Medical Service

There are positive changes in improving the efficiency of the ambulance service in the region. In the first half of 2025, 93,248 calls were registered through the 103 service, which is 2.5% less than in the same period last year. The average arrival time for emergency and emergency calls was 13 minutes (in the city 9 minutes, in rural areas 17 minutes). There are 96 ambulance brigades in the region (33 in the city, 63 in rural areas). In 2023-2024, 131 ambulances were purchased and put into operation, which significantly increased the availability of medical care in rural areas. Development of medical infrastructure As part of the implementation of the instructions of the Head of State, the national project "Modernization of rural healthcare" is being implemented in the country. This project is an important step towards providing the rural population with high—quality and affordable medical care. Within the framework of the project, 50 medical facilities are planned to be built in the West Kazakhstan region, including: 11 outpatient clinics, 21 paramedic and obstetric stations, 18 medical centers. Over the past two years, 36 facilities have been put into operation, of the 14 facilities planned for the current year, 11 have already been commissioned. In the period from 2023 to 2025, major repairs were carried out in 37 healthcare facilities in the region. By the end of 2025, it is planned to complete major repairs in 5 more facilities, including: multidisciplinary regional children's hospital, radiological department of the regional oncological dispensary, Shyngyrlau district Central hospital, two outpatient clinics in Karatyubinsky district. 8 modular medical buildings were also purchased and put into operation. Provision of medicines to the population To provide the population at the outpatient level within the guaranteed volume of free medical care: 12.3 billion tenge was allocated from the republican budget , 1.4 billion tenge from the local budget. Staffing of the healthcare system The development of healthcare and the improvement of the quality of medical care are directly related to personnel policy. Young specialists are attracted to the region every year. Since 2023, more than 300 specialists with higher medical education have arrived in the region. The state provides social support for the adaptation and comfortable professional activities of young doctors. Since December 2023, by decision of the Maslikhat: Young specialists working in rural areas are allocated 8,500,000 tenge each, and doctors who have arrived in urban medical organizations are allocated 5,100,000 tenge each. The amount of social assistance allocated was: in 2024 306,800,000 tenge, in 2025 490,652,000 tenge. Currently, 1,770 doctors and 6,690 specialists with secondary medical education work in the healthcare sector of the region. Protection of motherhood and childhood Thousands of babies are born in the West Kazakhstan region every year, bringing joy and hope to every family. In 2023, 11,943 children were born (including 130 cases of twins and triplets), In 2024 10,845 newborns (104 cases of twins and triplets), In the first five months of 2025, there were 4,862 children (50 cases were twins and triplets). These indicators indicate a stable demographic situation and the preservation of natural population growth. Comprehensive measures are being implemented to protect the health of the mother and child. Currently, there are three Centers for early detection of risks in the development of young children in the region in the cities of Uralsk, Aksai and Shyngyrlau. By the end of the year, such centers will open in all districts of the region. In recent years, there has been a significant decrease in maternal and child mortality as a result of systematic efforts to improve the quality of medical services. In addition, over the past three years, 338 children have been born under the in vitro fertilization (IVF) program.
