Deputy Head of the State Institution "Construction Department of the West Kazakhstan region" (hereinafter – Deputy Head) is guided in his work by the Constitution of the Republic of Kazakhstan, the constitutional laws of the Republic of Kazakhstan "On the President of the Republic of Kazakhstan", "On the Government of the Republic of Kazakhstan", the laws of the Republic of Kazakhstan "On Civil Service of the Republic of Kazakhstan", "On Combating Corruption", "On Legal acts", "On Public Services" and Administrative procedures- the Procedural Code of the Republic of Kazakhstan, the Ethical Code of Civil Servants of the Republic of Kazakhstan (Rules of Official Ethics of Civil Servants), approved by Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153, regulatory legal acts of the Republic of Kazakhstan regulating relations in the field corresponding to the specialization of the position in this category, and this job description. 3. The Deputy head is appointed and dismissed from his post by order of the head of the State Institution "Construction Management of the West Kazakhstan region" (hereinafter referred to as the head of the Department), in accordance with current legislation. 4. Duties of the Deputy Head 1. Comply with the Constitution and legislation of the Republic of Kazakhstan. 2. To carry out the general management of construction, architecture and urban planning, including relations with republican and local executive bodies on the protection of state, public and private interests in the field of construction, architecture and urban planning. 6. To ensure constant monitoring by organizing technical supervision of the construction of supervised facilities, compliance with the requirements of building codes and regulations in the production of construction and installation works by contractors. 7. To monitor the organization of work on the transfer of commissioned facilities to communal ownership. 8. Organize work on the development and implementation of measures for civil defense and emergency prevention in the field of engineering services. 9. Sign certificates of completed works on completed construction projects in the supervised departments. 10. Monitor the timely development of design estimates. 11. When exercising official powers, be impartial and independent from the activities of political parties, public and religious associations. 12. Observe labor discipline. 13. Comply with the restrictions established by the laws of the Republic of Kazakhstan. 14. Comply with the standards of conduct of civil servants of the Republic of Kazakhstan. 15. To carry out orders and orders of the head of the Department, decisions and instructions of higher authorities and officials issued within their official powers. 16.
