Olzhas Kizatov was born on 25 March 1977 in Ust-Kamenogorsk, East Kazakhstan Region.
In 1998, he graduated from the Kazakh Academy of Management with a degree in Economics.
In 2010, he graduated from the Turar Ryskulov Kazakh Economic University with a Master of Business Administration (MBA) degree.
Olzhas Kizatov began his career at the National Bank of Kazakhstan, where he worked as an economist in the Monetary Research Division of the Research and Statistics Department.
From 1999 to 2015, he held various positions ranging from Economist to Deputy Director of the Department.
In 2015, he served as Director of the Human Capital Department at National Analytical Center JSC (Astana).
From February to November 2015, he served as Inspector in the Social and Economic Monitoring Division of the Administration of the President of the Republic of Kazakhstan.
From November 2015 to December 2019, he served at the National Bank of Kazakhstan as Acting Director of the Department of Organizational Work and Control, Acting Director of the Department of Banking Supervision, and Director of the Department of Banking Regulation.
Since January 2020, he has served as Director of the Banking Regulation Department at the Agency for Regulation and Development of the Financial Market.
By Presidential Decree dated 25 February 2022, he was appointed Deputy Chairman of the Agency for Regulation and Development of the Financial Market.
