Functions:
1) implement state policy in the field of healthcare and implement regional health programs;
2) ensure the implementation of the legislation of the Republic of Kazakhstan in the field of healthcare;
3) ensure the right of citizens to receive a guaranteed amount of free medical care, including medical services for temporary adaptation and detoxification;
4) organizes and monitors the activities of healthcare entities;
5) performs the functions of administrators of health budget programs;
6) purchases medical and pharmaceutical services for the provision of a guaranteed volume of free medical care in accordance with the procedure established by the Government of the Republic of Kazakhstan;
7) purchases medicines, preventive (immuno-biological, diagnostic, disinfecting) drugs within the framework of providing a guaranteed volume of free medical care in accordance with the procedure established by the Government of the Republic of Kazakhstan:
at the outpatient level-in accordance with the list approved by the authorized body;
at the inpatient level-within the limits of dosage forms;
8) organizes the purchase of medical devices and medical equipment, non-medical equipment, sanitary transport, as well as services for major repairs of state health organizations;
9) organizes personnel support for public health organizations;
10) provides equipping public health organizations;
11) ensures the creation and functioning of regional electronic information resources and Information Systems, Information and communication networks in the field of healthcare;
12) provides clinical bases in public health organizations financed from the local budget to higher and secondary medical educational institutions;
13) organizes the provision of free medical care, provision of medicines and medical devices in emergency situations;
14) organizes and coordinates activities for training, advanced training and retraining of personnel in the field of healthcare;
15) organizes hygiene training, promotion and formation of a healthy lifestyle and proper nutrition;
16) informs the population about the spread of socially significant diseases and diseases that pose a danger to others;
17) interacts with international and non-governmental public associations on issues of Public Health Protection;
18) carry out departmental statistical observations in the field of healthcare in compliance with the requirements of statistical methodology within the relevant administrative-territorial unit;
19) exercise internal state financial control in accordance with the current legislation;
20) carry out licensing of medical and pharmaceutical activities;
21) carry out licensing control in accordance with the current legislation;
22) in accordance with the law of the Republic of Kazakhstan dated July 13, 1999 No. 416 "on countering terrorism" organizes control and monitoring of training of the population and medical workers on the rules of providing first aid in the event of terrorism, as well as provides medical formations for the purpose of providing qualified medical care;
23) organizes the provision of primary health care to the population in the framework of providing guaranteed free medical care in compliance with established state standards, including the provision of medicines for treatment and Prevention of diseases that pose a danger to the environment and are socially significant, providing qualified and special medical care;
24) carry out certification and re-certification of heads of medical organizations in accordance with the established procedure in accordance with regulatory legal acts of the Government of the Republic of Kazakhstan and the Ministry of Health and social development;
25) develop and approve regional programs and other documents in the field of Public Health Protection;
26) forms public support in the sphere of control and interacts with public associations.
Rights and obligations:
1) request and receive, within the limits of its competence, the necessary information from the relevant state authorities, other organizations and enterprises and individuals, regardless of the form of ownership located in the Vedic subordination zone, for the performance of the functions and tasks assigned to the Department;
2) submit proposals for resolving issues related to the competence of the Department to the Akim of the region and the regional maslikhat for discussion;
3) consider issues related to the implementation and formation of gender and family-demographic policy;;
4) participate in the preparation of draft acts of the Akim and akimat of the region;
5) implement measures to improve, develop and preserve fixed assets of the healthcare system;
6) exercise the rights in accordance with the legislation of the Republic of Kazakhstan and other normative legal acts of the Republic of Kazakhstan;
7) carry out anti-corruption work within the limits of its competence;
8) Organization of treatment and preventive treatment of socially significant diseases and diseases that pose a danger to the environment in compliance with established national standards, including providing qualified and specialized medical care to the population, including drug provision within the guaranteed volume of free medical care.
