GLOBAL CONFERENCE ON PRIMARY HEALTH CARE IN ASTANA EXPECTS TO BRING TOGETHER DELEGATIONS FROM 80 MEMBER STATES

The Government of the Republic of Kazakhstan with the support of the World Health Organization and the United Nations Children's Fund (UNICEF) is hosting the Global Conference on Primary Health Care, dedicated to the 45th anniversary of the Alma-Ata Declaration and the 5th anniversary of the Astana Declaration on Primary Health Care, to be held on 22-23 October 2023 in Astana, Kazakhstan.

The purpose of the Conference is to exchange views, summarize the implementation of the Astana Declaration commitments on PHC since 2018, demonstrate concrete results and achievements, and discuss the role of PHC for universal health coverage.

The Conference is expected to be attended by 80 official delegations of WHO Member States, with the participation of ministers of health, representatives of international organizations, young scientists, health workers, etc., which in total will amount to 600-650 delegates in face-to-face format, as well as more than 1000 participants in online mode.

Following the event, it is planned to adopt a joint statement on the future of Primary Health Care.

Global Conference

         The Government of the Republic of Kazakhstan, with the support of the World Health Organization and the United Nations International Children's Emergency Fund (UNICEF), is organizing the Global Conference on Primary Health Care (Conference) to commemorate the 45th Anniversary of the Alma-Ata Declaration and the 5th Anniversary of the Astana Declaration on Primary Health Care (PHC), held on October 22-23, 2023 in Astana, Kazakhstan.
        The purpose of the Conference is to exchange opinions, take stock of the implementation of the commitments of the Astana Declaration on PHC since 2018, demonstrate concrete results and achievements, and discuss the role of PHC in achieving Universal Health Coverage.
        The Conference is expected to be attended by 600-650 delegates in person at the level of Ministers of Health, representatives of international organizations, young scientists, medical workers, etc., as well as more than 1000 online participants.
       Based on the outcomes of the event, it is planned to adopt a joint statement on the future of PHC.

VIRTUAL ROUND TABLES

On the eve of the conference, 4 Virtual Round Tables are being held on September 13 – October 4, 2023.
Virtual round tables will provide an opportunity to study the evidence underlying each plenary session, involve stakeholders in the discussion without restrictions on opportunities and develop a consolidated set of abstracts for inclusion in each plenary session.

A. Tsoy awarded representatives of international NGOs for their contribution to the development of healthcare in Kazakhstan

On February 3, Minister of Health Alexey Tsoy chaired the Country Coordinating Committee meeting for work with international organizations on HIV and tuberculosis. During the event, an award ceremony was held for representatives of the non-governmental sector for their contribution to the development of healthcare in Kazakhstan.

The Minister awarded representatives of international organizations that participated in the implementation of HIV projects and assisted in preparing a new application of the Republic of Kazakhstan on the HIV component in the context of the COVID-19 pandemic. Among them: Portfolio Manager of the Global Fund for Kazakhstan Tatiana Vinichenko, Acting UNAIDS Subregional Director Gabriela Ionascu; UNAIDS HIV Rapid Response Advisor Aliya Bokazhanova; CCM Secretariat Coordinator Rysaldy Demeuova. A. Tsoy also expressed gratitude to Deputy Country Coordinating Committee (CCM) Alexander Goliusov for the partnership and assistance provided by the CCM team under his leadership.

“The Republic of Kazakhstan’s policy generally gives the non-governmental sector a wide legal field of activity. The state policy priorities include the development of civil society. There are several mechanisms for financial support for the non-governmental organizations’ (NGOs) activities. The sphere of delegating certain social functions to NGOs through the state social order is actively developing. To increase the responsibility of local executive bodies, the Code of the Republic of Kazakhstan includes the provision of powers to local executive bodies to provide funding from the local budget for the placement of state social orders, including for key groups of the population,” A. Tsoy noted.

The CCM members discussed the draft Action Plan of the new HIV project component for 2021 - 2023 of the Global Fund to Fight AIDS, Tuberculosis and Malaria, and the patient movement on tuberculosis and the prospects for its development in Kazakhstan.

Joint projects aimed at supporting national programs on HIV infection and tuberculosis, funded by the Global Fund, have been implemented in Kazakhstan since 2003. The Government of Kazakhstan pays special attention to health issues, including socially significant diseases such as HIV and tuberculosis. The Head of State’s priority attention is reflected in the long-term priority “Health, Education and Well-being of Citizens of Kazakhstan” Strategy - 2030. The country has the necessary potential and will to systematically implement the goals adopted by the world community in the fight against HIV and tuberculosis.

In the last two years alone, funding for the HIV program has doubled from 8.9 billion tenges in 2018 to 16.9 billion tenges in 2020. As of December 31, 2020, 42 910 cases of HIV infection were cumulatively registered in Kazakhstan, including 2 402 foreign citizens, 553 anonymously examined persons, and 39 955 citizens of the Republic of Kazakhstan.

Kazakhstan recognizes the importance of achieving the following goals: “Eliminating the TB epidemic by 2030”, defined by the 3rd goal of the Sustainable Development, the implementation of the Political Declaration, approved at the high-level meeting of the UN General Assembly on the fight against tuberculosis “UNITED TO END TUBERCULOSIS: AN URGENT GLOBAL RESPONSE TO A GLOBAL EPIDEMIC” and the World Health Organization’s “Stop TB” strategy, and has successfully demonstrated political commitment over the years.

The Comprehensive Tuberculosis Plan for 2014-2020 was successfully implemented with the assistance of the Global Fund. As a result of the measures taken, the incidence of tuberculosis decreased 2.1 times, and the mortality rate decreased three times.

Years of the Comprehensive Plan implementation allowed to improve and reform the structure of anti-tuberculosis service, optimize bed capacity, implement evidence-based and WHO recommended newest methods of detecting, diagnosing and treating tuberculosis, introduce remote technologies, the issues of providing innovative anti-tuberculosis drugs for the treatment of patients with multiple and widespread drug resistance, etc.

The introduction of innovative diagnostic techniques and new treatment regimens made it possible to achieve high efficiency in treating tuberculosis and multidrug-resistant tuberculosis in Kazakhstan. If in 2013 the effectiveness of tuberculosis treatment was 83.5%, then in 2020 - 87.8%, with the WHO standard - 85%. The effectiveness of treatment for multidrug-resistant tuberculosis in 2013 was 74.3%, in 2020 - 82.5%, with the WHO standard - 75%.

Achievements of Kazakhstan in counteracting HIV / AIDS and tuberculosis became possible thanks to the support of non-governmental and international partners, including the Global Fund.

Marat Shoranov discussed partnership on vaccine prophylaxis with ADB leadership

Today, the First Vice Minister of Health of the Republic of Kazakhstan Marat Shoranov held a meeting with the Director of the Permanent Mission of the Asian Development Bank in Kazakhstan, Mr. Nariman Mannapbekov, and representatives of the Asian Development Bank in Central and Western Asia.
During the meeting, Marat Shoranov informed about the ongoing work to prevent the spread of COVID-19 in Kazakhstan, including vaccine prophylaxis issues, and thanked ADB for effective long-term cooperation on health projects, including for the grant assistance provided to combat COVID-19 in order to ensure first aid kits as part of medicines and primary medical means of protection for low-income families of the Republic of Kazakhstan.
“Mass vaccination of the population against coronavirus infection began in the Republic of Kazakhstan on 1 February. First of all, it will cover medical personnel in infectious hospitals, ambulances and other areas. Next, teachers and members of the security forces will be included in the vaccination. The contingent of the vaccinated will expand as the volume of vaccine is sufficient. Today, it is very important to cover as much of the population as possible with specific protection against coronavirus, that is, vaccination, which will allow us to cope with the current situation with COVID-19 and return to a normal life without quarantine” - informed Marat Shoranov. In turn, Nariman Mannapbekov shared the current activities of the ADB Office in Kazakhstan.
During the meeting, ADB staff introduced and presented the Asia Pacific Vaccine Access Facility (APVAX).
APVAX provides a resource package and mechanism to support developing member countries in the procurement and delivery of COVID-19 vaccines and consists of 2 components: a rapid response component and an investment component.
Bearing in mind the importance of the efforts being made to involve foreign partners in cooperation on vaccine prevention, the Parties agreed to consider the possibility of Kazakhstan’s participation in the APVAX mechanism, taking into account the epidemiological situation.

Some Chinese media disseminate information about reported cases of unknown pneumonia in Kazakhstan that seems to be more deadly than coronavirus.

The Ministry of Healthcare of the Republic of Kazakhstan officially declares that this information IS NOT CONSISTENT WITH REALITY.

It is important to note that WHO introduced pneumonia codes into the International Classification of Diseases - ICD 10, in cases when COVID-19 is diagnosed clinically or epidemiologically, for example with the “ground glass” opacities in the affected lungs, but is not laboratory-confirmed.
In this regard, Kazakhstan, like other countries of the world, keeps records and monitoring of this kind of pneumonia, in order to make timely managerial decisions aimed at stabilizing the incidence and prevalence of COVID-19.
On July 9 the Minister of Healthcare of Kazakhstan Alexey Tsoy indicated the total number of pneumonia cases in the country: bacterial, fungal, viral origin, including “viral pneumonia, unspecified organism” as defined in ICD-10.

Consequently, the Ministry of Healthcare of the Republic of Kazakhstan emphasizes that the reports of the Chinese media IS NOT CONSISTENT WITH REALITY.

Kazakhstan has launched an online self-diagnosis service on COVID-19 in three languages

Now you can take a preliminary online survey for detection of coronavirus symptoms through the eGovMobile mobile application on "Electronic Government" web portal. This was made possible due to the joint work of the Ministry of Healthcare and National Information Technologies JSC.

The online coronavirus self-diagnostic service is available in three languages (Kazakh, Russian and English) on the eGovMobile application homepage as a separate button "COVID-19 Symptoms survey". To fill out the form, citizens should answer "Yes/No" to 12 simple questions, and, if necessary, to fill in an additional field for information. After filling out, click "Send the form". All the information is sent to the Ministry of Healthcare of the Republic of Kazakhstan for further processing.

Also, citizens can get answers to the most common questions about the coronavirus on eGovMobile through the "COVID-19 map" and "COVID-19 FAQ" services. The service provides up-to-date real-time information on the latest COVID-19 cases in Kazakhstan and people who have contacted them.
