How to get notary services online?

Ministry of Justice of the Republic of Kazakhstan jointly with the Republican Notary Chamber have introduced the “Online Notarial Consultation” service, now the Kazakhstanis need to have only a smartphone and Internet access to get a notarial consultation.

With the help of online consultation, the citizens can get answers to legal questions related to notarial activities without leaving their home or office.

How to get a notary consultation online?

To receive the service it is required to:

  1. Log in to the eGovMobile application;
  2. In the E-notary section, select the “Online consultation” service type and fill out the application;
  3. Via a video call, the one can ask a question of interest to get consulted;
  4. Pay for the notary service - 1 MCI through the popular mobile banking applications (the notary shall issue an invoice for registration ­in the mobile second-tier bank application, the client will receive a notification and pay for it).

Any notary who is available at the time of the application submission an can provide this service. A digital power of attorney can be presented in all the government agencies or at the place of enquiry, along with a hard copy counterpart.

How to apply for a power of attorney online?

Notary certified power of attorney is available to the citizens via the eGov Mobile.

The so-called digital power of attorney is issued online via video communication between the client and the notary.

To issue a digital power of attorney it is required:

  • log in to the eGov application Mobile;
  • fill out the application and sign it using EDS;
  • make a video call to the notary from the application to confirm the identity;
  • pay for the notary service at the established rate;
  • receive a digital power of attorney in the “Digital Documents” section.

A digital power of attorney can be presented in all the government agencies or at the place of enquiry, along with a hard copy counterpart.

At the moment, the list of notarial services available online has been expanded; if earlier, at the first trial stage, there were only three types of powers of attorney issued online, now all the types of powers of attorney, excluding those related to the property disposal, are available electronically via the eGov Mobile.

How and where to appeal the private notary’s actions?

If the notary infringes the rights or legitimate interests, the one has the right to appeal the notary’s actions.

There are several ways to appeal the actions of the notary:

  • Contact the territorial notary chamber with an appeal (the address can be found by typing in the Google search bar, for example, Notary Chamber of Akmola Region
  • Contact a territorial justice body with an appeal containing the convincing ground and supporting evidence.

The territorial justice body will conduct an appropriate verification based on the application

  • Appeal the notary actions in court (if the pre-trial settlement procedure has been exhausted, then there are the methods indicated above).
