IMPROVING CONTROL OVER THE ACTIVITIES OF STATE AND QUASI-STATE ENTERPRISES

IMPROVING CONTROL OVER THE ACTIVITIES OF STATE AND QUASI-STATE ENTERPRISES

The agency for the protection and development of competition has developed a draft resolution for the implementation of Paragraph 2 of the protocol of the meeting of the Supreme Council for reforms under the president of the Republic of Kazakhstan dated May 5, 2022 No. 22-01-11.2, which provides for the revision of the mechanism for the formation of economic activities carried out by quasi-state organizations.

This project is aimed at revising the list of organizations in order to reduce the level of state intervention in the economy specified in the instruction of the head of state.

In accordance with Government Decree No. 1095 of December 28, 2015, the types of activities are established for organizations in which more than fifty percent of shares belong to the state, divided by codes and organizational and legal forms. This document does not allow a complete analysis of the market impact of these organizations due to the lack of accurate data for each type of activity.

The proposed draft resolution clarifies the list of activities that quasi-state organizations can engage in, linking them with specific codes. This will ensure a more accurate definition of the types of activities carried out by state-owned enterprises in various industries that contribute to market transparency and competition, as well as support for the development of private entrepreneurship.

We invite all interested parties to participate in the discussion of the draft resolution, which can be found on the open NPA portal:
