DEPUTY CHAIRMAN OF THE APDC TOOK PART IN THE INTERNATIONAL DIGITAL FORUM "DIGITAL ALMATY 2024: INDUSTRY X: DIGITAL EVOLUTION OF THE FUTURE

"During the panel session"" quality of communication and tariff increase"", Deputy Chairman of the agency for protection and development of competition of the Republic of Kazakhstan B. Sambetov shared the results of the analysis of the mobile market." According to him, an important point of the analysis is that three operators are recognized as participants in the market and their high concentration is determined. Of these three operators, two are state-owned companies, namely subsidiaries of Kazakhtelecom JSC (Kcell JSC and mobile telecom – service LLP with a total share of 63% and Kar-Tel LLP with a share of 37%).

B. Sambetov also spoke about the work of the agency on removing the monopoly of the mobile market and noted the need to bring one of the mobile operators into a competitive environment.

"In all reports, in all program documents, we propose to bring one subject to a competitive environment. We believe that the more operators, of course, in a reasonable amount and the less state participation, the higher the level of competition. Where there is competition, there is always quality and good prices," the deputy chairman said.

At the same time, B. Sambetov noted that in 2023, the tariff plans of mobile operators increased significantly from 7.7% to 57.3%.

In this regard, the agency sent 5 notifications to mobile operators about the termination of the signs of antimonopoly legislation, and also launched an investigation.
