The agency for the protection and development of competition has determined the practice for the provision and withdrawal of certain works and services from the regulated part established by the subjects of natural monopolies.
Based on the results of the analysis, more than 750 unregulated services provided by 130 subjects of natural monopolies were identified in the areas of heat supply, electricity, gas supply and many others.
Depending on the main regulated ones, certain types of services, such as connecting, disconnecting, sealing, etc., are provided to the subjects of natural monopolies without alternatives and their cost is not regulated by the state.
Thus, the lack of control over the processes of crushing and pricing led to numerous complaints from consumers and the fact of increasing the cost of work.
In this regard, the agency is working on the issue of legislative regulation of technologically related services with regulated services provided by natural monopolies without alternatives, as well as mandatory coordination with the agency in case of introduction of new types of services.
