ANALYSIS OF THE COMPETITIVE SITUATION IN THE COMMODITY MARKETS FOR 2023 HAS BEEN PUBLISHED

The main tool for implementing the competition policy of the agency of the Republic of Kazakhstan for the protection and development of competition is the annual analysis of the state of competition in individual commodity markets.

The main essence of the analysis of commodity markets is to identify the reasons for the formation of a monopoly structure, measures for the de-monopolization and development of competition. This analysis includes issues of pricing, changes in the market share of key players, and the impact of administrative decisions on the development of markets.

In 2023, 16 commodity markets were analyzed, including electricity, gas, coal, crude oil, communications, telecommunications, digital platforms, mortgage lending, and network retail.

The main factors limiting competition and the development of industries as a whole are that unbalanced price regulation prevents attracting investment, the emergence of new players, and also creates favorable conditions for unproductive mediation, making money from price differences, exporting Shadow Resources. Cross-subsidizing monopolistic services, transferring the social burden to small and medium-sized businesses and reducing the effectiveness of measures to support the population. Excessive participation of the state in entrepreneurship in the form of state operators and national companies, taking away the amount of work from individual entrepreneurs and restricting access to related markets. Restricting access to monopoly infrastructure, resources, state support measures and procurement, creating unequal conditions for competition and monopolization of product markets.

The implementation of recommendations providing for the abolition of regulation of commodity markets, the elimination of excess rights, ensuring competitive access to resources and infrastructure, and the exclusion of state infrastructure operators from neighboring markets will be carried out through the adoption of joint roadmaps.

Also, the results of the analysis showed signs of violation of antimonopoly legislation by large participants in the markets of the trading network, where mobile communication services, digital platforms, grain car rental, food sales and antitrust response measures are applied.

More detailed information about the results of the analysis and the schedule for their publication can be found on the official Internet resource of the agency and in its social network accounts.
