In order to stimulate the development of the solid household waste market, the Agency for the Protection and Development of Competition of the Republic of Kazakhstan (hereinafter -APDC), together with the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, approved an Action Plan (Roadmap for the development of competition in the solid waste market).
As part of the reform, the rules of tariff regulation will be revised, it is planned to consolidate the criteria for selecting market participants, regulate the timing of contracts and reduce the participation of subordinate organizations of local executive bodies (M&E) in the solid waste market, which in turn will allow businesses to operate in a competitive environment.
Earlier, the APDC conducted an analysis of the markets for the collection, export, sorting and burial of solid waste for the period 2020-2022, which found that this market is highly concentrated with undeveloped competition due to the fact that the current tariff regulation system is ineffective, the presence of the state in this market of services, "formalism" when conducting public procurement of M&E, when competitive requirements are prescribed for one participant, transferring state property (land plots, special equipment, containers) into one hand, thereby creating barriers to entry into this market for other participants.
