GOVERNMENT DISCUSSED MEASURES TO DEVELOP COMPETITION IN BASIC SECTORS OF ECONOMY

At a meeting chaired by Prime Minister Alikhan Smailov, the government considered measures to develop competition in transport, communications and fuel and energy complexes.

During the meeting, chairman of the agency for protection and development of competition (WKDA) Marat Omarov spoke about the state of competition in the main commodity markets in the basic sectors of the economy, the work carried out jointly with the government and the need to develop draft decrees on the development of competition.

It was noted that within the framework of the development of civil aviation, issues will be worked out to fully ensure the availability of the "open sky" regime for all carriers and the development of competition in the aviation fuel supply market. At the same time, the dynamic pricing system will be adjusted and the concept of "fuel fee" will be removed from the NPA. This will prevent unjustified increases in ticket prices.

Within the framework of the communication market, it is planned to complete the demonopolization of the group of companies of Kazakhtelecom JSC, as well as limit the participation of companies that own them in auctions for the provision of frequencies in the 5G network.

As part of the development of competition in the coal market, it is planned to increase the direct supply of municipal coal to regional operators and increase the standard of exchange trading with it by 2024, as well as expand the admission of alternative subsurface users to the market.

The Prime Minister noted the need to take measures to prevent unjustified increases in energy coal prices.

The meeting also discussed measures to automate all processes in the field of wholesale petroleum products (online registration of applications from FAQs, etc.), ensure transparency in purchases of a single buyer of electric energy, develop private rail transportation within the framework of the national operator KTZ, as well as automate the processes of planning and management of the transportation process.
