Functions and tasks
The main tasks of the Department are:
1) implementation of the state policy in the field of construction activities;
2) implementation of construction and other programs aimed at the socio-economic development of the city's territories, construction complex, and infrastructure;
3) participation in the development of programs for the restoration and repair of existing housing stock;
4) study, analysis, forecasting and regulation of the development of the construction complex in the city;
5) deepening integration processes in the construction sector;
6) development of the construction materials industry;
7) formation of conditions for the development of local construction and installation and repair and construction enterprises.
The Department performs the following functions in accordance with the procedure established by law:
1) organizes the implementation of the construction policy;
2) preparation of proposals for the development of methods of state regulation of construction activities in the city;
3) participates in the development of comprehensive programs for the socio-economic development of the city, targeted programs for the development of housing construction, construction industry enterprises;
4) participates in the preparation of documents, justifications, recommendations and in the development of resolutions projects and decisions of the mayor of Tekeli in the field of urban planning and construction;
5) implement measures to improve urban planning and construction of buildings and structures of the city;
6) provides work on maintaining duty plans for new construction projects;
7) participates in competitions for the design, construction, and capital repairs of facilities financed from state funds;
8) enter into contracts with contractors to perform construction and installation works in accordance with the norms of the current legislation of the Republic of Kazakhstan;
9) Finance purchases of goods, works and services in accordance with concluded contracts;
10) ensures that contractors fulfill their contractual obligations;
11) take measures to ensure that the subjects of construction activities comply with the norms and rules of planning, quality and construction time;
12) organizes the work on the delivery of constructed facilities into operation;
13) review and approve design and planning documentation, projects of buildings, structures, engineering and communication infrastructure facilities that are subject to construction, reconstruction and major repairs on the territory of the city;
14) participates in the work of acceptance commissions for the commissioning of completed construction of housing and civil, industrial, and municipal facilities;
15) takes part in consideration of appeals of individuals and legal entities.
