1. General provisions
The state institution "Office of the mayor of Tekeli" is a state body of the Republic of Kazakhstan that provides the activities of the akimat of Tekeli.
The state institution "Office of the mayor of the city of Tekeli" has no departments.
The state institution "Office of the mayor of Tekeli" carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the Presidents and the Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation.
State institution "akim of Tekeli city" is a legal entity in organizational-legal form of state establishment, has seals and stamps with its name in state language, forms of the established sample in accordance with the legislation of the Republic of Kazakhstan accounts in the Treasury bodies.
The state institution "Office of the mayor of the city of Tekeli" enters into civil relations on its own behalf.
The state institution "Office of the mayor of the city of Tekeli" has the right to act as a party to civil relations on behalf of the state, if it is authorized to do so in accordance with the law.
State institution "akim of Tekeli city" on questions of its competence in accordance with legislation makes decisions orders of the head of state institution "akim of Tekeli city" and other acts, stipulated by the legislation of the Republic of Kazakhstan.
The structure and staff limit of the state institution "office of the mayor of the city of Tekeli" are approved in accordance with the current legislation.

Financing of the activities of the state institution "Office of the mayor of Tekeli" is carried out from the local budget.
State institution "akim of Tekeli city" it is prohibited to enter into contractual relations with entrepreneurial entities for the matter of performing of the duties which are functions of state institution "akim of Tekeli city".
If the state institution "office of the mayor of the city of Tekeli" is granted the right to carry out income-generating activities by legislative acts, then the income received from such activities is sent to the state budget.
2. Mission, main tasks, functions, rights and duties of a state institution
The mission of the state institution "office of the mayor of Tekeli": provides the activities of the mayor's office and the mayor of the city.
Tasks: information-analytical, organizational-legal and material-technical support of the mayor's activity.
Functions:
the planning work of state institution "akim of Tekeli city", organization and holding of meetings of akimat, meetings and other events;
analysis of the work, the implementation of data collection and maintenance of akim of the city, the information and analytical materials of Executive bodies and officials;
informing the mayor of the city on analyzing the state of Executive discipline in the departments of state institution "akim of Tekeli city", the akim's rural district;
preparation of draft decisions and orders of the mayor of the city, resolutions of the mayor's office of the city;
making proposals on the need to make changes and additions to the decisions, orders of the mayor, resolutions of the mayor's office and their cancellation;
coordination of activity of state institution "akim of Tekeli city" on execution of the legislation of the Republic of Kazakhstan on public service;
organization of activities of disciplinary, certification, competition and other commissions on personnel issues;
ensuring compliance with the procedures for certification and competitive selection, promotion of civil servants, bringing civil servants to disciplinary responsibility, and dismissal of civil servants;
organization of personnel selection, registration of documents related to the passage of civil servants in the civil service;
ensuring compliance with restrictions related to public service;
organization of training, mentoring, performance evaluation, training, retraining (retraining) and advanced training of civil servants, development of types of incentives for civil servants and the procedure for their application;
accounting of personal data of civil servants, information about the results of assessment, certification and training;
analysis of the state of personnel policy and public service of local government bodies subordinated to the mayor of the city;
registration of materials for the appointment and dismissal of civil servants of the state institution "Office of the mayor of the city of Tekeli" and heads of Executive bodies financed from the state budget, maintenance of their personal files;
organization of office work in accordance with the legislation of the Republic of Kazakhstan and implementation of documentation support for the activities of the mayor and mayor's office of the city;
maintaining the registration of acts issued by the akim and akimat, assigning numbers;
measures of registration of acts of civil status;
organization of reception of individuals and legal entities;
conducting work to improve the style and methods of work, the introduction of new information and communication technologies;
ensuring interaction and coordination of activities of state bodies subordinate to the mayor of the city;
the organization of work on rendering state services, incoming to competence of the Executive bodies;
taking measures to establish Advisory bodies;
performing other functions in accordance with current legislation.
Rights and obligations:
represent the interests of the akim, akimat, state institution "Office of the mayor of Tekeli" in all competent, state, administrative bodies, institutions, organizations, as well as judicial and law enforcement agencies;
request and receive the necessary information, documents and other materials from officials of state bodies and other organizations within the competence of the akim, akimat and state institution " Office of the mayor of the city of Tekeli»;
execute acts and instructions of the President, the Government of the Republic of Kazakhstan and other Central Executive bodies, mayors and akimats of the region, city;
comply with the current legislation of the Republic of Kazakhstan;
review official documents and appeals of individuals and legal entities;
exercise other rights and obligations in accordance with the legislation of the Republic of Kazakhstan.
3. Organization of activities of the state body
The leadership of the state institution "akim of Tekeli city" is the first head, who bears personal responsibility for performance assigned to state institution "akim of Tekeli city" objectives and performance of its functions.
The first head of the state institution "Office of the mayor of Tekeli" is appointed and dismissed by the mayor of Tekeli.
The first Manager does not have deputies.
Powers of the first head of the state institution "Office of the mayor of the city of Tekeli»:
within its competence, it represents the interests of the state institution "office of the mayor of the city of Tekeli" in state bodies and other organizations;
organizes and manages the work of the state institution "Office of the mayor of the city of Tekeli" and is personally responsible for the performance of its functions and tasks, as well as counteracts corruption;
conducts reception of citizens;
issues orders within its competence;
in accordance with the procedure established by law makes proposals for the promotion and imposition of disciplinary penalties;
exercises other powers in accordance with the legislation of the Republic of Kazakhstan.
Execution of the powers of the first head of the state institution "Office of the mayor of Tekeli" during his absence is carried out by a person who replaces him in accordance with the current legislation.
22. the Staff of the state institution "office of the mayor of the city of Tekeli" is headed by the chief of staff appointed and dismissed in accordance with the current legislation of the Republic of Kazakhstan.
4. Property of the state body
23. The state institution "Office of the mayor of the city of Tekeli" may have separate property on the right of operational management in cases stipulated by law.
Property of state institution "akim of Tekeli city" is formed by the property transferred to it by the owner, and property (including cash income), acquired as a result of its own activities and other sources not prohibited by the legislation of the Republic of Kazakhstan.
24. the Property assigned to the state institution "Office of the mayor of the city of Tekeli" belongs to communal property.
25. State institution "akim of Tekeli city" has no right to alienate or otherwise dispose of the property fixed to it and property acquired at the expense of funds provided by the financing plan, unless otherwise provided by law.
5. Reorganization and abolition of the state body
26. Reorganization and abolition of the state institution "Office of akim of the city of Tekeli" is carried out in accordance with the legislation of the Republic of Kazakhstan.
