Functions and tasks
1. mission of the Department: implementation of public administration functions in the field of strategic, economic and budget planning in the territory of the city of Tekeli.
2. Tasks:
formation of strategic goals and priorities, main directions of socio-economic development of the city;
implementation of budget and investment policies in conjunction with socio-economic development priorities;
implementation of regional development policy.
3. Functions:
development, adjustment and monitoring of city territory development programs and action plan for its implementation;
implementation and monitoring of state and industry programs and other documents of the state planning system on issues within the competence of the Department;
analysis of the dynamics and level of socio-economic development of the region;
forecasting the amount of revenue to the local budget;
consideration and formation of conclusions on budget applications and projects of budget programs of administrators of budget programs financed from the local budget;
determination of spending limits for budget program administrators, local budget limits for new initiatives based on forecast indicators of socio-economic development of the region, priority areas of budget spending, and the amount of budget deficit for the planning period;
consideration and selection of budget investment projects, as well as budget investments of the city of Tekeli;
organization of work on providing social support measures
specialists who arrived to live and work in rural areas in accordance with current legislation;
monitoring and analysis of the main indicators of socio-economic development of the city;
preparation and presentation of materials on the results of socio-economic development of the region to the mayor of the city, supervising the Deputy mayor of the city, at meetings of the mayor's office;
implementation of other functions stipulated by the legislation of the Republic of Kazakhstan.
4. Rights and obligations:
1) request and receive information necessary for their activities from state bodies and other organizations;
2) exercise the use of property that is under the right of operational management;
3) develop drafts of normative legal acts of the mayor's office and the city administration that are within the competence of the Department;
4) timely and high-quality consideration of requests from individuals and legal entities;
5) exercise other rights and obligations within its competence in accordance with the legislation of the Republic of Kazakhstan.
