The mission of the Department: provides assistance in the development of housing and communal services that ensure the proper condition of infrastructure facilities, improve the quality of life of the population, and implement a unified state policy in the field of housing stock to ensure the safety and repair of housing stock.
Tasks:
1) organization, coordination and monitoring of enterprises and organizations in the field of housing and communal services,
2) monitoring the physical condition of the operated housing stock,
3) implementation of measures to prevent possible violations by subjects that threaten the normative strength of structures and the sustainable functioning of engineering systems or lead to other damage to residential buildings that pose a threat to the safety of people's residence,
4) compliance with the rights and legitimate interests of the state when conducting an inspection by officials of the Department of common property of condominium participants.
Functions:
1) participates in the development of programs for social and economic development of the city, as well as in the development of targeted programs aimed at expanding and improving social services;
2) prepares decisions on supervised issues, develops development programs for housing and communal services;
3) coordinates the implementation of a unified technical and economic policy in the field of public services;
4) analyzes the state of housing and communal services in the context of cities and rural districts, identifies emerging imbalances and problems, and on their basis makes a proposal to eliminate them;
5) coordinates the development and implementation of measures to prepare enterprises, organizations and objects of housing and communal services to work in winter conditions, regardless of departmental subordination and form of ownership;
6) promotes the development of entrepreneurship and competition, conducting a tender policy in order to reduce costs and, accordingly, tariffs for maintenance, operation and repair in the supervised areas;
7) ensures further development of housing reform, promotes the creation of apartment cooperatives and their Associations;
8) conducts tenders (contests) on supervised issues;
9) participates in the work of acceptance commissions for the acceptance into operation of completed construction (repair) of housing and communal facilities and structures on them;
10) within the limits of its competence, timely review of applications and complaints of citizens, taking measures to eliminate the causes of their occurrence;
11) keeps the registration and priority of citizens who need housing from the state housing Fund or housing rented by the local Executive body in the private housing Fund;
12)prepare documentation for the privatization of housing from the state housing Fund or housing rented by the local Executive body in a private housing Fund;
13) make changes to the contract of privatization of housing from the state housing Fund or housing rented by the local Executive body in the private housing Fund;
14) coordinates the implementation Of the program of modernization of housing and communal services of the Republic of Kazakhstan for 2011-2020;
15) exercise control over the use and operation of the housing stock, regardless of the form of ownership;
16) controls the use of residential premises, sanitary maintenance of common areas, stairwells, entrances;
17) monitors the use of local territories for their intended purpose and compliance with the rules of improvement;
18) organize a technical survey of the common property of the condominium object;
19) determines the list, periods and order of carrying out certain types of capital repairs of the common property of the condominium object;
20) approves the cost estimates for certain types of capital repairs of the common property of the condominium object;
21) participates in commissions for acceptance of completed works on certain types of capital repairs of the common property of the condominium object
22) performs other functions that meet the goals and objectives of the "Department of housing and communal services and housing inspection of the city of Tekeli" and do not contradict the current legislation of the Republic of Kazakhstan
