About the definition of specialized places
for organizing and conducting peaceful assemblies,
how to use specialized tools
places for the organization and conduct of peaceful
meetings,their maximum occupancy rate,
as well as material and technical requirements
and organizational support of specialized
places for organizing and holding peaceful assemblies
and borders of adjacent territories in which
picketing is prohibited
in the city of Tekeli

In accordance with article 6 of the Law of the Republic of Kazakhstan dated January 23, 2001 "on local state administration and self - government in the Republic of Kazakhstan", sub-paragraphs 1), 2) of paragraph 2 of article 8 of the Law of the Republic of Kazakhstan dated may 25, 2020 "on the procedure for organizing and holding peaceful assemblies in the Republic of Kazakhstan" (hereinafter-the Law), the Tekeli city maslikhat DECIDED:
Define the attached:
1) Specialized places for organizing and holding peaceful assemblies, their maximum occupancy rates, as well as requirements for material, technical and organizational support in accordance with Annex 1 to this decision;
2) the Procedure for using specialized places for organizing and holding peaceful assemblies in accordance with Annex 2 to this decision.
Determine the boundaries of the distance of at least 150 meters of adjacent territories where picketing is prohibited in accordance with paragraph 5 of article 9 of the Law.
Control over the implementation of this decision is assigned to the permanent Commission of the Tekeli city maslikhat "on social protection, compliance with the law, citizens 'rights and environmental protection".
This decision shall enter into force from the date of state registration with the judicial authorities and shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

use of specialized places for
organizing and conducting peaceful assemblies

This procedure for the use of specialized places for organizing and holding peaceful assemblies has been developed in accordance with article 8 of the Law and defines the procedure for using a specialized place for organizing and holding peaceful assemblies.
Specialized place for organizing and holding peaceful meetings – a place of public use or a route defined by the local representative body of the city of Tekeli for holding peaceful meetings.
Public events that are peaceful, non – violent and unarmed in nature and do not pose a threat to the interests of state security, public order, health protection, protection of public morals, rights and freedoms of other persons, held in the form of meetings, rallies and demonstrations, marches and picketing by citizens of the Republic of Kazakhstan, are held in a specialized place for peaceful assemblies.
It is prohibited to hold meetings, rallies, demonstrations, marches and picketing in violation of the Law.
When a state of emergency, martial law or a legal regime of an anti-terrorist operation is introduced for the period of their validity, holding of peaceful assemblies in specialized places may be prohibited or restricted in accordance with the procedure established by the laws of the Republic of Kazakhstan "on state of emergency", "on martial law" and "on countering terrorism".
Peaceful assemblies may not start earlier than 9 o'clock and end later than 20 o'clock local time of the administrative-territorial unit on the day of peaceful assemblies.
When using specialized places for peaceful Assembly, organizers and participants must comply with the requirements of articles 5 and 6 of the Law.
