The state service is provided in accordance with the Law of the Republic of Kazakhstan dated July 8, 2005 "On state regulation of the development of the agro-industrial complex and rural territories" No. 66 to specialists in the field of health, education, social security, culture, sports and agro-industrial complex, civil servants of the akims of villages, settlements, rural districts who arrived to work and live in rural localities.
Social assistance from the state is provided in the form of:
1) lifting allowance in the amount equal to a hundredfold of the monthly calculation index;
2) social support for the purchase or construction of housing – a budget loan in an amount not exceeding one thousand five hundred times the size of the monthly calculation index.
A budget loan for the purchase or construction of housing for specialists is provided for a period of up to fifteen years at a remuneration rate of 0.01% per annum of the loan amount.
To receive social support measures, the service recipient registers using an electronic digital signature (hereinafter referred to as EDS) or on the portal of JSC Housing Construction Savings Bank Otbasy Bank, certified with a one–time password, and provides the service provider through the Portal with the following documents:
1) upon receipt of the lifting allowance:
application form according to Appendix 2 to these Rules;
identity document (for identification);
a copy of the diploma of education;
a copy of the document confirming the work activity of the service recipient;
2) when receiving a budget loan for the purchase of housing:
application in the form according to Annex 2 to these Rules;
identity document (for identification);
a copy of the diploma of education;
a copy of the document confirming the work activity of the service recipient;
certificate of state registration of marriage (matrimony) (for married service recipients) for identification;
report from the Credit Bureau;
3) when receiving a budget loan for housing construction:
application in the form according to Annex 2 to these Rules;
identity document (for identification);
a copy of the diploma of education;
a copy of the document confirming the work activity of the service recipient;
certificate of state registration of marriage (matrimony) (for married service recipients) for identification;
report from the Credit Bureau.
Graduates of educational institutions who have just received diplomas, specialists with experience who are employed according to the list of demanded specialties can take part in the project "With a diploma – to the village!".
