ANALYTICAL REPORT
Based on the results of an internal analysis of corruption risks in the activities of the state institution “Department of Internal Policy, Culture, Development of Languages and Sports of the Panfilov District”

INTRODUCTION
In accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V 3PK “On Anti-Corruption”, Model Rules for Conducting Internal Analysis of Corruption Risks, approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19 2016 No. 12, an internal analysis of corruption risks was carried out at the state institution “Department of Internal Policy, Culture, Development of Languages and Sports” of the Panfilov District.
Period of anti-corruption monitoring: in accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan “On Combating Corruption” in the period from January 1, 2022 to December 31, 2022.
The internal analysis covered the period of operation of the akim’s office from January 1, 2022 to December 31, 2022.
As a result of the analysis, the department ensures the internal political stability of the region, the development of culture, languages and sports.
The Department is mainly guided by the following legal acts in its activities:

- Law No. 333-VI of May 25, 2020 "On the procedure for organizing and holding peaceful assemblies, rallies, marches, pickets and demonstrations in the Republic of Kazakhstan".

2.1. In the line of personnel management, including staff turnover.
According to the staffing table, the staffing of the Department is 5 units, there are no vacant units.
When conducting an internal analysis of corruption risks in the line of personnel management, it has not been established.
2.2. In the line of conflict of interest settlement.
When conducting an internal analysis of corruption risks, conflicts of interest in public procurement and the facts of joint service (work) of close relatives, spouses and relatives have not been established.
2.3. Through the provision of public services.
The Department provides the following public services:
The existence of grounds for refusal to provide public services.
- Athletes are assigned sports categories through the state service: 2nd category, 3rd category, 1st junior category, 2nd junior category, 3rd junior category, 3rd junior category;
- issuance of the following qualification categories: coach of the second category of the highest qualification, coach of the second category of the average qualification, technician of the second category of the highest qualification, technician of the second category of the average qualification, qualified athlete, sports instructor of the highest category;
The grounds for refusal to provide public services are:
submission by the service recipient of an incomplete set of documents;
non-compliance of the submitted data and information necessary for the provision of public services with the requirements established by regulatory legal acts of the Republic of Kazakhstan;
in relation to the service recipient, there is a court decision (verdict) that has entered into force on the prohibition of activities or certain types of activities requiring the receipt of a certain State-provided service;
in relation to the service recipient, there is a court decision that has entered into force, on the basis of which the service recipient is deprived of a special right related to receiving a public service.
There were no refusals to provide public services during the specified period.
2.4. Implementation of the state social order.
Regulation of the procedure for evaluating the results of a competition conducted within the framework of a state social order.
2.5. In the line of implementation of permissive functions.
There are no permissive functions in the department.
2.6. In the line of implementation of control functions.
The Department does not perform control functions.
2.7. Other issues arising from the organizational and managerial activities of the Department.
The methods and preventive measures used by the Department to combat corruption: publications in the media, gatherings with residents, public services provided.
Recommendation: not allowing a change of personnel. Control over the fact that close relatives and spouses do not work in the department.
THE FINAL PART
- Strictly adhere to the requirements of legal acts that regulate the activities of the department;
- To make decisions on public services provided in strict accordance with the norms of legislation;
- Within 2 months from the date of signing the analytical certificate based on the results of the internal analysis of corruption risks, monitor the implementation of recommendations.
