In accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan "On Combating Corruption", the standard rules for conducting internal analysis of corruption risks, approved by Order No. 12 of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016, and departmental acts on combating corruption in Almaty region in accordance with the protocol of the extraordinary meeting of the Commission and by order No. 49 of the Akim of Usharal rural District of Panfilov district dated October 19, 2023 On conducting an internal analysis of corruption risks in the activities of the State Institution "Office of the Akim of Usharal Rural District" of Panfilov district in the period from April to December 2022, an internal analysis of corruption risks was conducted.
The state Institution "Office of Akim of Usharal rural district" of Panfilov district carries out its activities in accordance with the laws of the Republic of Kazakhstan, the Constitution and laws of the Republic of Kazakhstan, acts of the Government of the Republic of Kazakhstan, other regulatory legal acts, as well as Appendix 3 (Regulation) approved by the resolution of the Akimat of Panfilov district No. 474 dated September 15, 2016.
In accordance with the standard rules for conducting internal analysis of corruption dependencies, approved by the order of the Chairman of the Agency for Civil Service Affairs and Anti-Corruption dated October 19, 2016, internal analysis is carried out in the following areas.
The state Institution "Office of Akim of Usharal rural district" of Panfilov district carries out its activities in accordance with the laws of the Republic of Kazakhstan, the Constitution and laws of the Republic of Kazakhstan, acts of the Government of the Republic of Kazakhstan, other regulatory legal acts, as well as Appendix 3 (Regulation) approved by the resolution of the Akimat of Panfilov district No. 474 dated September 15, 2016.
The total numberof regulatory legal acts adopted by the akim of Usharalsky rural district for the first-I-III-IV quarters of 2022 is 158, 111 of them are orders, 47 are decisions. In the period from 2013 to 2022, 361 people in the village of Usharal and 41 people in the village of Akaral were put on the list of recipients of land plots for housing construction.
There have been no complaints from the legislative supervisory bodies against the district akim and the regulatory legal acts adopted so far.
Since April 01, 2022, in accordance with the staffing table, the office of the district akim has a total staff of 8 civil servants of the institution, 8 states are actually functioning, and there are no free states for the specified time.January 5, 2022 1-civil servant was re-employed from the army, January 25, 2022 1-civil servant was reassigned on April 28, 2022 1-civil servant was dismissed due to transfer to another position and returned to his previous position on November 11, 2022, August 31, 2022 1-The civil servant was appointed to work on October 26, 2022. The 1st civil servant was dismissed due to the onset of retirement age, on January 11, 2022, the 3rd civil servant underwent retraining courses in connection with the planned schedule of advanced training seminars and retraining courses for civil servants of Panfildv district for 2022.
The number of administrative civil servants of the district akim's office working in 2022 is 8. According to the national composition of 8 civil servants, 7 men are representatives of Kazakh nationality, 1 woman is representatives of Uygur nationality.
By staff turnover.
The standard staff turnover in the region is justified at the level of no more than 9 percent, in the office of the akim of the district on staff turnover from April 01, 2022, each of the specialists of the akim's office works in their places.
Warning: Avoid frequent staff changes.
In I-I-III-IV quarters of 2022, the district akim's Office received 38 applications. Received requests from legal entities-0 pcs., from individuals-38 pcs. Of these, 38 requests were fully satisfied in writing.
Due to the joint work of close relatives, spouses and relatives, there are no such cases in the office of the district akim.
Based on the above, the working group on conducting an internal analysis of corruption dependencies concluded that there were no corruption dependencies in the activities of the district akim's office.
