Introductory section
On the basis of the order of the akim of the Zashkent rural district of Panfilov district dated November 15, 2023, the internal analysis of the district will start from January 1, 2022. Includes the work period from December 30.
The office of akim of the district carries out its activities on the basis of the resolution No. 311 of Panfilov district of July 15, 2022 on the approval of the Regulations of the state institution "Office of the akim of Zhaskent rural district" of Panfilov district.
The state institution of the Panfilov district "Administrative Office of the Zhaskent Rural District" carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other normative legal acts, as well as this regulation.
An internal analysis was conducted in the following directions in accordance with the regulations approved by the order of the Chairman of the Agency for Public Service Affairs and Anti-corruption of the Republic of Kazakhstan No. 12 dated October 19, 2016.
Internal analysis of corruption risks in Jaskent rural district is carried out in the following areas:
The district governor's office is on duty
The state institution of the Panfilov district "Administrative Office of the Zhaskent Rural District" carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other normative legal acts, as well as these Regulations.
The number of normative legal acts adopted by the state institution "Akim's Office of Zhaskent Rural District" in the period of 12 months of 2022 is 140. Among them, 79 are decrees, 61 are decisions. There were no complaints from law enforcement agencies to the regulatory legal acts adopted by the district akim.
1) Personnel management, including staff turnover
According to the decision of the akim of Panfilov district, the number of staff in the district is 7 units.
According to Article 14 of the Law No. 410-V of the Republic of Kazakhstan dated November 18, 2015 on anti-corruption, there are no close family relationships among administrative employees.
2) Maintaining the periodicity of qualification improvement of state administrative employees
According to the rules of training, retraining and professional development of civil servants, approved by the Decree of the President of the Republic of Kazakhstan No. 152 of December 29, 2015, "B" civil servants undergo professional development at least once every three years.
Civil servants did not get an invitation to study for 2022 on qualification improvement.
3) Regulation of conflicts of interest
According to Article 15 of the Law of the Republic of Kazakhstan No. 410-V dated November 18, 2015 on anti-corruption, there is no conflict of interest.
4) Issues of applying disciplinary punishment to civil servants
2 civil servants of the akim's office of Jaskent rural district were subject to disciplinary punishment.
State services provided in the state institution "Office of the Akim of Zhaskent Rural District":
- Obtaining rights to state-owned land plots that do not require conducting trade (contests, auctions)
- Sale of a plot of land for private ownership by immediate payment or installments
- Making a decision to change the target purpose of the plot of land
- Grant of a plot of land for building an object within the settlement
- Putting in a queue to get a plot of land (mayors of city districts, cities of regional significance, villages, villages, rural districts)
In addition, public services are provided through the "Egov" electronic portal.
In order to inform residents about the procedure for providing public services in accordance with the Law of the Republic of Kazakhstan "On Public Services", a board with the standards and regulations of public services is placed in the apparatus. Hotline 36106 works regularly.
In the course of the internal analysis, no violations of deadlines during the provision of public services were detected.
During the internal analysis, no violations of the requirements of the Law of the Republic of Kazakhstan "Administrative Procedural Code" were detected.
From January 1 to December 30, 2022, 31 applications were received by the district akim. All applications received are from individuals. 31 of them were satisfied, from January 1 to December 30, 2022, 17 people made oral requests at the personal reception of the district akim, 10 of them were satisfied, and explanatory work was carried out for 7.
