Introduction section
An internal analysis of corruption risks was conducted from November 15 to November 30, 2023 based on the order of the mayor of Zharkent city No. 165 dated November 13, 2023.
The office of the mayor of the city of Zharkent will carry out its activities on the basis of the resolution No. 311 of the Panfilov district administration of July 15, 2022 on the approval of the regulations of the state institution.
An internal analysis will be conducted in the following areas, guided by Article 8, Clause 5 of the Law of the Republic of Kazakhstan "On Action Against Corruption".
Internal analysis of the city's corruption risks is carried out in the following areas:

The state institution of Panfilov district "Zharkent city mayor's office" conducts its activities on the basis of the laws of the Republic of Kazakhstan, the Constitution and laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other normative legal acts, as well as "Resolution No. 311 of July 15, 2022 of Panfilov district mayor will be carried out".
The number of acts of the city mayor adopted by the mayor of the state institution "Zharkent city mayor's office" in January - December 2022 (in quarters Ⅰ, Ⅱ, Ⅲ, Ⅳ) is 523. Among them - 248 decrees, decisions - 275. Decrees for main service - 168, personnel - 39, on business trips - 20, vacation - 21. There were no complaints from law enforcement agencies to the regulatory legal acts adopted by the district mayor.
Identification of corruption risks in organizational and management activities of the institution.
1) According to the staffing table, the total number of civil servants in the office of the city mayor is 9 units. Civil servants by nationality: representatives of 7 Kazakh nationalities and 2 Uyghur nationalities. Among them are 5 men and 4 women. In the Ⅳ quarter of 2022, 7 employees were sent on leave.
When applying for directly subordinate vacant positions in the city, close relatives (parents, children, adopters, adoptees, brothers and sisters with one parent and separated parents, grandfather, grandmother, grandchildren, and cousins) the facts of employment of husband's (wife's) older brothers, sisters, parents and children were not determined.
During the reporting period, there were no corruption-related violations by the administrative staff of the city of Zharkent.
Based on the above, the working group came to the decision that there were no corruption risks in the city administration.
Conflict of interest settlement
In accordance with Article 15 of the Law of the Republic of Kazakhstan No. 410-V dated November 18, 2015 on anti-corruption, there is no conflict of interest in the office of the mayor of Zharkent. No complaints were received from civil servants.
The following public services are provided in the state institution of the Zharkent City Mayor's office for public service provision:
For January-December 2022 (in quarters Ⅰ, Ⅱ, Ⅲ, Ⅳ), the city mayor's office received 300 applications. From individuals - 286, from legal entities - 17. 300 of them were satisfied, 15 were sent to other institutions, including 12 individuals, 3 legal entities. The city mayor received 190 verbal requests, 153 were satisfied, 37 were explained. 150 verbal requests were received by the city's deputy mayor, of which 70 were satisfied and 80 were explained.
There were no complaints about the quality of the provided public services.
The district governor's office does not have control functions;
In accordance with the Law of the Republic of Kazakhstan, "On Public Service", employees of the office of the district mayor are fully informed of the income (declaration) of state employees.
Information on the activities carried out in the period specified in the plan is submitted to the legal and state legal department of the district mayor's office.
Work is carried out to ensure information transparency of the application and implementation of decisions on spending budget funds of the office of the mayor of the city of Zharkent.
The norms of legislation on state procurement are fully observed. Work is being carried out in the direction of timely and complete utilization of budget funds. The financial report of 2022 in particular:
35 million 752 thousand tenge for wages, social tax 1 million 930 thousand tenge, social transfers 97 million 790 thousand tenge, 27 million 856 thousand tenge for medical insurance fund, 600 thousand tenge for buying fuel and oil, 9 for other services and works million 519 thousand tenge, 2 million 366 thousand tenge were spent on communal services, 941 thousand tenge were spent on communication services.
In order to ensure the transparency of information on spending budget funds allocated to the office of the mayor of the city of Zharkent, the annual plan for conducting public procurement procedures for works, goods, and services was approved and published on the electronic web portal in accordance with the law. In this regard, all public purchases are carried out in accordance with the approved annual plan.
In January-December 2022, a total of 57 contracts on state procurement were concluded.

All methods of public procurement, as well as tender documentation, procurement notices, opening of applications for participation in the tender, protocols on the results of tender public procurement are held publicly through the unified public procurement web portal of the Republic of Kazakhstan.
Conclusion
In the normative legal acts affecting the activities of the mayor of Zharkent city, during the internal analysis of the risks of corruption in the organizational and managerial activities, no risks contributing to the commission of corruption offenses were identified.
