Introduction
By the order of the akim of the Koktal rural district of the Panfilov district dated November 16, 2023 No. 83r on conducting an internal analysis of corruption risks in the activities of the State Institution "Apparatus of the Akim of the Koktal rural district" of the Panfilov district, the internal analysis in the district includes a period of work from 1 January to December 31, 2022

The state institution "Machinery of the Akim of the Koktal rural district" of the Panfilov district carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, as well as these Regulations.
According to the rules approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12, an internal analysis was carried out in the following areas:

Akim's office of the district in its activities
The state institution "Machinery of the Akim of the Koktal rural district" of the Panfilov district carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, as well as these Regulations.
The number of regulatory legal acts adopted by the state institution "The Office of the Akim of the Koktalsky rural District" for 12 months of 2022 is 208. 124 of them are an order, 84 are a decision. To date, there have been no complaints from the regulatory authorities against the akim of the district, adopted by legislative normative legal acts.
In 2022, according to the decision of the akim of the district, the staffing in the district is 10 units.
In accordance with Article 14 of the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V ZRK "On Combating Corruption", close family relationships between administrative workers have not been identified.
2) On compliance with the frequency of advanced training of administrative civil servants:
The rules of training, retraining and advanced training of civil servants, approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 152, provide that civil servants of the "B" corps undergo advanced training at least once every three years.

3). Settlement of conflict of interest
In accordance with Article 15 of the Law of the Republic of Kazakhstan On Combating Corruption dated November 18, 2015 No. 410-V ZRK no conflict of interest was identified.
4). On the issues of imposing disciplinary sanctions on civil servants.
2 civil servants of the office of the akim of the Koktalsky rural district were involved in disciplinary actions.
Public services provided in the state institution "Apparatus of Akim of the Koktal rural district":
- Acquisition of rights to land plots that are state-owned, not requiring bidding (tenders, auctions)
- Issuance of a decision to change the purpose of the land plot
- Provision of a land plot for the construction of an object within the boundaries of a settlement
- Placement on the waiting list for a land plot
- Sale to private ownership of a land plot previously provided for land use
Public services will also be provided through the Egov electronic portal.
In order to inform the population about the procedure for the provision of public services provided in accordance with the Law of the Republic of Kazakhstan “On Public Services”, a board with posted standards and regulations of public services is placed in the apparatus. Helpline 37-7-46 is constantly working.
In the course of the analysis, it was found that no facts of violation of deadlines were found in the provision of public services.
4.Other issues arising from organizational and managerial activities
During the analysis of violations of the requirements of the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities", it was not established. From January 01 to December 31, 2022, the akim of the district received 56 appeals. All received appeals from individuals - 53, from legal entities - 3 are satisfied. From January 01 to December 31, 2022, 13 people applied orally at the personal reception of the akim of the district. completely satisfied.
Recommended:
1. Each civil servant, when working with an electronic system allocated to each employee in the course of performing the relevant duties assigned to him, should be able to install several electronic systems on only one computer. Therefore, in an institution, we recommend that each employee install an electronic system assigned to him on his computer.
