Introductorypart
According to paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan “On Combating Corruption” and by order of the akim of the my friend rural district dated November 8, 2023 72, an internal analysis of corruption risks was carried out from November 8 to November 22, 2023. The district’s internal analysis of corruption risks is carried out in the following areas:
1) Identification of corruption risks in regulatory legal acts affecting the activities of the institution;2) Identification of corruption risks in the organizational and managerial activities of the institution.
State Institution "Apparatus of the Akim of the my friend Rural District" carries out its activities in accordance with the laws of the Republic of Kazakhstan and the Constitution of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as the resolution of the Akimat of the Panfilov region dated April 24, 2018 . 203.Over the 12 months of 2022, the district akim issued 68 certificates confirming receipt of targeted social assistance. In general, over 12 months the number of regulatory legal acts is 210, of which 155 are orders, 55 are decisions. To date, there have been no regulatory legal acts adopted by the akim and there have been no protests from the regulatory authorities.
2 Identification of corruption risks in the organizational and managerial activities of the institution.1) Personnel management, including personnel turnover In the district akim’s office, according to the staffing table, the total number of civil servants is 10 units. To date, 10 staff positions have been approved. The number of administrative civil servants of the district akim’s apparatus is 10. Of these, 6 are men, 4 are women.In accordance with Article 14 of the Law of the Republic of Kazakhstan dated November 18, 2015 . 410-V ZRK “On Combating Corruption,” close family relationships between employees have not been identified. From February 28, 2022, in accordance with subparagraph 1) of paragraph 3 of Article 44 of the Law of the Republic of Kazakhstan “On the Civil Service of the Republic of Kazakhstan”: the chief specialist of the State Administration of the Akim of the my friend Rural District Omashbekov Council Akanovich for shortcomings in the work performed, a disciplinary sanction was imposed in the form of a warning.
From March 02, 2022, in accordance with subparagraph 2) of paragraph 3 of Article 44 of the Law of the Republic of Kazakhstan “On the Civil Service of the Republic of Kazakhstan”: the chief specialist of the State Administration of the Akim of the my friend Rural District, Zhadyra Kasenovna Tokhtarova, was imposed a disciplinary sanction in the form of a reprimand for shortcomings in the work performed. From March 02, 2022, in accordance with subparagraph 1) of paragraph 3 of Article 44 of the Law of the Republic of Kazakhstan “On the Civil Service of the Republic of Kazakhstan”: the chief specialist of the State Administration of the Akim of the Pidzhima Rural District Seytkazieva Nazerka Zhumabaevna was imposed a disciplinary sanction in the form of a warning for shortcomings in the work performed.From March 30, 2022, in accordance with subparagraph 1) of paragraph 3 of Article 44 of the Law of the Republic of Kazakhstan “On the Civil Service of the Republic of Kazakhstan”: the chief specialist of the State Administration of the Akim of the my friend Rural District, Askhadbekova Farida Askhadbekovna, was imposed a disciplinary sanction in the form of a warning for shortcomings in the work performed. From December 19, 2022, in accordance with subparagraph 1) of paragraph 3 of Article 44 of the Law of the Republic of Kazakhstan “On the Civil Service of the Republic of Kazakhstan”: the chief specialist of the State Administration of the Akim of the my friend Rural District Omashbekov Council Akanovich for shortcomings in the work performed, a disciplinary sanction was imposed in the form of a warning.No complaints have been registered regarding the quality of government services provided. During the reporting period, the office of the akim of the my friend rural district did not commit any offenses related to corruption.Based on the above, the working group decided that no corruption risks were identified in the activities of the district akimat.2) Resolving conflicts of interestIn accordance with Article 15 of the Law of the Republic of Kazakhstan dated November 18, 2015 410-V ZRK “On Combating Corruption,” there was no conflict of interest in the office of the akim of the my friend rural district. There were no complaints from government officials.3) Provision of public services Over the 12 months of 2023, the akim’s office of the Pidzhim rural district received 77 appeals, of which 76 were from individuals and 1 legal entity. Of these, 19 were satisfied, 58 were reviewed, and 48 certificates were issued to recipients of targeted social assistance. There are no control and supervisory functions in the district akim’s office;Employees of the district akim’s office, in accordance with the Law of the Republic of Kazakhstan “On Civil Service”, civil servants carried out information on income (declaration). Work is being carried out to ensure information transparency in the implementation and application of decisions on the expenditure of budget funds by the akim of the Pidzhim rural district.In order to ensure transparency of information on the expenditure of budget funds allocated to the apparatus of the akim of the Pidzhim rural district for public procurement, goods, services, in accordance with the law, an annual plan was approved and published on the electronic web portal. In this regard, all government purchases are carried out in accordance with the approved annual plan. All methods of public procurement, as well as tender documentation, announcements of procurement, opening of applications for participation in the competition, results of public procurement by competition are conducted openly through the Unified web portal of public procurement of the Republic of Kazakhstan. Conclusion When conducting an internal analysis of the regulatory legal acts affecting the activities of the akim of the Pidzhim rural district, no risks were identified in organizational and management activities that contribute to the commission of corruption offenses.
