ANALYTICAL REPORT ON CORRUPTION RISKS IN THE ACTIVITIES OF THE STATE EDUCATIONAL INSTITUTION OF THE SARYBELSKY RURAL DISTRICT

Based on the order of the akim of Sarybelsky rural district No. 55 dated November 10, 2023, an internal analysis of corruption risks was conducted from November 20 to December 04, 2023.

ІІ. IDENTIFICATION OF CORRUPTION RISKS IN REGULATORY LEGAL ACTS AFFECTING THE ACTIVITIES OF THE OFFICE OF THE AKIM OF SARYBELSKY RURAL DISTRICT
1) The State Institution "Office of Akim of Sarybelsky rural district" of Panfilov district carries out its activities in accordance with the laws of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Combating Corruption", the Law of the Republic of Kazakhstan "On Public Procurement"; the Law of the Republic of Kazakhstan "On Public Services"; the Law of the Republic of Kazakhstan "On electronic document and electronic digital signature" of the Law Of the Republic of Kazakhstan; the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as on the basis of the resolution of the Akimat of Panfilov district dated July 15, 2022 No. 311.
Akim of the state institution "Office of Akim of Sarybelsky rural district" the number of acts adopted by the akim of the rural district for the whole of January - December 2022 (first, second, third, fourth quarters) is 115, of which 86 orders, decisions-29, orders main activity -39, personnel-24, on business trips- 23.there were no claims to the district akim against the regulatory legal acts adopted so far by the legislative supervisory authorities.
ІІІ. IDENTIFICATION OF CORRUPTION RISKS IN THE ORGANIZATIONAL AND MANAGERIAL ACTIVITIES OF THE INSTITUTION
1) The total number of civil servants in the office of the akim of the district, according to the staffing table, is 8 units. Civil servants by composition: 4 of them are men, 4 are women. In 2022, 8 employees were sent on vacation.
When filling vacant positions of direct subordination in the district by close relatives (parents, children, adoptive parents, adopted children, brothers and sisters, grandfathers, grandmothers, grandchildren, relatives -older brothers and sisters of the spouse, sisters - the facts of hiring sisters, parents and children have not been revealed.
During the reporting period, no corruption offenses occurred on the part of the office of the akim of Sarybelsky rural district.
It is recommended to take the necessary control measures and hold a seminar with civil servants on public service issues to prevent and further prevent violations of the Law of the Republic of Kazakhstan On Combating Corruption.
CONFLICT OF INTEREST SETTLEMENT
In accordance with Article 15 of the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V ZRK "On combating Corruption", there was no conflict of interest in the "Office of the Akim of Sarybelsky rural district". There were no complaints from civil servants.
It is recommended to: monitor compliance with requirements on issues of conflict of interest and restrictions in the public service.

It is recommended to consider ways to provide public services in electronic format and mechanisms to eliminate the risk of direct contact with the service recipient. Conducting explanatory work with responsible employees of the Public Service on compliance with the requirements of the current rules.
In accordance with subparagraph 1) paragraph 3 of Article 44 of the Law of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan": chief specialist of the state institution "Office of Akim of Sarybelsky rural district" Bershimbekov Yerbolat Kurmangalievich for improper performance of his duties on October 26, 2022, disciplinary punishment was imposed in the form of a warning.
In accordance with subparagraph 1) paragraph 3 of Article 44 of the Law of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan": the chief specialist of the state institution "Office of Akim of Sarybelsky rural district" Zhambulbaeva Kamila Sultanovna was disciplined in the form of a warning for improper performance of her duties on November 01, 2022.
There are no control and supervisory functions in the office of the akim of the districtVІ. ORGANIZATIONAL AND MANAGERIAL ACTIVITIES OF THE DISTRICT AKIM'S OFFICEON OTHER ISSUES ARISING FROM THE ACTIVITY In January-December 2022 (the first, second, third, fourth), the district akim's Office received 20 appeals. All received requests from individuals. There were no reports from legal entities. Explanatory work was carried out to the satisfaction of 25, 5. The akim of the district received 24 oral appeals, 8 were satisfied, 16 were explained. The deputy akim of the district received 6 oral appeals, 2 were satisfied, 4 were explained.
It is recommended to take additional measures to increase the level of transparency and transparency of public procurement procedures and send responsible employees in this area to training seminars in the field of public procurement.
There have been no complaints about the quality of public services provided.
Employees of the akim's office of the district, in accordance with the Law of the Republic of Kazakhstan "On Civil Service", have fully conducted information on the income of civil servants (declaration).
Information on the activities carried out within the time limits specified in the plan is submitted to the legal, state and legal department of the district akim's office.
Work is underway to ensure information transparency of the application and implementation of decisions on the expenditure of budgetary funds of the office of the akim of Sarybelsky rural district.
The norms of the legislation on public procurement are strictly observed. Work is underway on the timely and full disbursement of budget funds. In order to ensure transparency of information on the expenditure of budgetary funds allocated to the "Office of the Akim of Sarybelsky rural District" for conducting public procurement procedures for works, goods, and services in accordance with the law, an annual plan was approved and published on an electronic web portal. In this regard, all public procurement is carried out in accordance with the approved annual plan.
All methods of public procurement, as well as tender documentation, announcements of procurement, opening of an application for participation in a tender, protocols on the results of public procurement by means of a tender are conducted openly through the unified web portal of public procurement of the Republic of Kazakhstan.
In the regulatory legal acts affecting the activities of the "Akim's Office of the Sarybelsky rural District", during the internal analysis of corruption risks in organizational and managerial activities, risks contributing to the commission of corruption offenses were not identified. Based on the above, the working group proposes: Ensuring that each civil servant installs the electronic system assigned to him on his work computer in the process of properly performing the tasks assigned to him.

Further explanatory work with responsible employees providing public services on compliance with the requirements of the current Rules for the provision of public services.
Conducting explanatory work of the electronic system "E-Otinish", strict compliance with the requirements of the Law of the Republic of Kazakhstan "Administrative Procedural Code".
