of the Department of Economics and Finance of Panfilovsky district

Introductory part
In accordance with the order of the head of the Department of Economics and Finance of the Panfilovsky district (hereinafter referred to as the Department) dated October 16, 2023 No. 64-a n/a "On conducting an internal analysis of corruption risks in the activities of the department for the period 2022", an internal analysis of corruption risks was conducted. In the department, the internal analysis covers the period of work for 12 months of 2022.
For 12 months of 2022, the department carries out its activities on the basis of the decree of the Akimat of Panfilov district No. 310 dated July 15, 2022 "On approval of the Regulations of the state institution "Department of Economics and Finance of Panfilov district".
The mission of the department, in accordance with the regulations, performs the functions of public administration in the field of strategic, economic and finance on the territory of the Panfilovsky district.
In accordance with the rules approved by the Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12, an internal analysis of corruption risks of the department was conducted in the following areas:
The Department is guided in its activities by:
- Budget Code of the Republic of Kazakhstan No. 95-IV dated December 4, 2008;
- Order of the Minister of Finance of the Republic of Kazakhstan dated December 11, 2015 No. 648 on approval of the Rules for public procurement
- Order of the Minister of Finance of the Republic of Kazakhstan dated November 24, 2014 No. 511 on approval of the Rules for the preparation and submission of the budget application
- Order of the Minister of National Economy of the Republic of Kazakhstan dated November 6, 2014 No. 72 on approval of the Rules for providing social support measures to specialists in the field of health, education, social security, culture, sports and agro-industrial complex, civil servants of the akims of villages, settlements, rural districts who arrived to work and live in rural settlements

4.Identification of corruption risks in the organizational and managerial activities of the department
1) Personnel management, including staff turnover
In accordance with Resolution No. 843 of November 22, 2021 "On certain issues of reorganization of state institutions of the Panfilovsky district", the state institution "Department of Economics and Budget Planning of the Panfilovsky District" was reorganized and attached to the state institution by the Finance Department and the "Department of Economics and Finance of the Panfilovsky district" was created.
According to the decree of the Akimat of the Panfilov district, the staffing of the department is 10 units, including the actual number of 9 units. 9 people have been sent for annual work leave in 2022. 4 people were recalled from vacation at the request of the specialists themselves.The recalled specialists additionally received unused vacation days until the end of the year.
From parental leave, 1 specialist went to work on March 1, 2022.1 specialist in connection with pregnancy and childbirth from April 11 to August 15, 2022 went on vacation for 126 days.
2) Conflict of interest settlement
In accordance with article 13 of the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", close family relations between the employees of the department have not been revealed. There were no complaints about government employees.
3) Provision of public services
For the period from May to December 2022, a lifting allowance was issued to 36 specialists in the amount of 11,026,800 thousand tenge. In accordance with subparagraph 10-1, Rule No. 395 of the Ministry of National Economy of the Republic of Kazakhstan dated December 7, 2017 is equal to 100 MCI. 306300 tenge for each specialist, among them 18 specialists in education, 5 in healthcare, 3 specialists in the field of agro-industrial complex, 5 specialists in culture, 4 civil servants, 1 specialist in social security. A budget loan was issued to 19 specialists for the purchase of housing. Of these, 9 educational specialists, 2 healthcare specialists, 3 specialists in the field of culture, 2 specialists in the agro-industrial complex and 2 civil servants, 1 specialist in social security received a budget loan equal to 1,500 MCI in the amount of 4,594,500 tenge.
There are no persons brought to disciplinary responsibility for the provision of public services.
During the months of January-December 2022, no appeals from individuals and legal entities were received by E-onish.3. Does not perform permissive functions
5.1. Violations of the paragraphs of the "Administrative Procedural Code of the Republic of Kazakhstan" dated July 01, 2021 have not been identified.
