On the establishment of a quota of jobs for the employment of citizens from among young people who have lost or remained before the age of majority without parental care, who are graduates of educational organizations.
In accordance with paragraph 7) of Article 9 of the Law of the Republic of Kazakhstan dated April 6, 2016 “On employment of the population” and the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated May 26, 2016 No. 412 On approval of the Rules for quoting jobs for the employment of citizens from among young people, those who have lost or remained without parental care until the age of majority, who are graduates of educational organizations, persons released from places of deprivation of liberty, persons registered with the probation service, local executive bodies establish a quota of jobs for the employment of persons released from places of deprivation of liberty.

The quota is set for organizations regardless of their organizational and legal form and form of ownership, as well as individual entrepreneurs as a percentage of the headcount of employees.
Employers fulfill the established quota for the employment of persons registered with the probation service, except in cases of liquidation of the employer - a legal entity or termination of the employer - an individual, reduction in the number or staff of employees, reduction in the volume of production, work performed and services rendered, which led to a deterioration in the economic condition employer.
A resolution of the akimat of the district was adopted on December 05, 2022 “On approval of the list of organizations and enterprises of the Panfilov district for the employment of citizens from among young people who have lost or remained without parental care until the age of majority, who are graduates of educational organizations of persons registered with the probation service under a quota for 2023" No. 467.
