INTRODUCTION DEPARTMENT
In accordance with the order of the head of the department of employment and social programs of Panfilov district (hereinafter - the department) from March 29, 2021 № 13 from March 29 to April 2, 2021, an internal analysis of corruption risks was conducted from II to IV-IV quarters of 2021.
The internal analysis of the department covers the period from April 1 to December 31, 2021.
The department carries out its activities on the basis of the resolution of the akim of Panfilov district dated April 24, 2018 № 201 on approval of the Regulations of the state institution "Employment and social programs of Panfilov district".
In accordance with the rules approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 № 12, an internal analysis was conducted in the following areas.
1.1. The department carries out the following regulatory legal acts in the activity guided by:

The analysis did not identify corruption risks in the legislation.
In order to provide the services of a personal assistant to the first group of people with disabilities, applications were submitted to the disabled through the service provider, the Citizen Service Center and the web portal. Orders were provided by the non-governmental organization "Inabat" on the social portal of the choice of stakeholders.
I propose to fully automate the public service "Registration of documents of a personal assistant for the first group of disabled people with limited mobility", to exclude the receipt of applications through the service provider.
Applications for the public service "Reimbursement of expenses for home education of children with disabilities" were accepted on a quarterly basis, with a quarterly payment. However, on October 6, 2021 №7-6-62 by the decision of the Panfilov district maslikhat from the month of application until the end of the period established by the results of psychological-medical-pedagogical consultation (ie includes the training period). Applications for this public service are accepted only through the Citizen Service Center. There is no conflict of law.
Applications for the state service "Registration of citizens affected by nuclear tests at the Semipalatinsk nuclear test site, payment of one-time state monetary compensation, issuance of certificates" could be submitted through the service provider, the Citizen Service Center and the web portal. However, due to the lack of communication with the IS TSON network, by 2021 this service was provided only on paper through the service provider. Communication has been established since 2022 and is freely accepted through the web portal. There is no conflict of law.
Execution of documents for the provision of prosthetic and orthopedic care to the disabled. An application for the provision of technical aids (replacement) is provided through the service provider, the Citizen Service Center and the web portal. After acceptance it is sent to the social portal. There is no conflict of law.
Applications for the provision of technical aids (compensatory) to the disabled are submitted through the service provider, the Citizen Service Center and the web portal. Explanatory work was carried out for service specialists and people with disabilities, and the risk of delays was corrected. There is no conflict of law.
Applications for the provision of special mobility aids for people with disabilities are submitted through the service provider, the Citizen Service Center and the web portal. From 2022, applications will be submitted through the Citizen Service Center and the web portal. There is no conflict of law.
- Applications for the provision of services to the disabled with the services of a sign language specialist for sixty hours a year are submitted through the service provider, the Citizen Service Center and the web portal. After acceptance, you are sent to the social portal to choose a supplier. There is no conflict of law.
The proposal is to fully automate the public service "Registration of documents for the disabled to provide the disabled with the services of a sign language specialist for sixty hours a year" and eliminate the need to apply through the service provider.
2.1. In the field of personnel management, including staff turnover.
According to the resolution of Panfilov district akim, the staff of the department is 11 units. From April 13, 2021, a private specialist M. Assenova went on maternity leave.
Corruption was not identified during the internal analysis of personnel dependencies.
2.2. In the line of conflict resolution
During the internal analysis of corruption risks of conflict of interest in public procurement and the facts of joint activities (work) of close relatives, spouses and in-laws were not identified.
2.3 In the field of public services

2.3.2. As of December 31, 2021, the department provided 1146 public services, no refusals and complaints on the provision of public services.

4.1. For the analyzed period from 01.04.2021 to 31.12.2021 the following inspections were carried out by supervisory authorities. According to the results of the inspection of RSE "Committee for Labor, Social Protection and Migration of Almaty region" on April 22, 2021, violations were revealed. Z.
