ANALYTICAL REPORT
on the results of internal analysis of corruption risks in the activities of the State Institution "Entrepreneurship Department of Panfilovsky district"
In accordance with the standard rules for conducting internal analysis of corruption risks, approved by Order No. 12 of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016, the Entrepreneurship Department of Panfilovsky district conducted an internal analysis of corruption risks from April 1 to December 31, 2021.
In order to conduct an internal analysis of corruption risks, the chief specialist of the department K. Musabekov was approved as the responsible person.
In the period from April 1 to December 31 , 2021 , the Department of Entrepreneurship of the district carried out an internal analysis of corruption risks in the following areas:
The department did not adopt regulatory legal acts from April 1 to December 31, 2021.
The Department in its activities:
- The Entrepreneurial Code of the Republic of Kazakhstan (dated October 29, 2015 No. 375-V of the SAM).
- The Law of the Republic of Kazakhstan dated January 23, 2001 "On Local State Administration and self-government in the Republic of Kazakhstan";
1) Personnel management, including staff turnover
The total number of civil servants of the Department of Entrepreneurship is 4 units. In accordance with this, on February 19, 2016, the head of the Department of the Ministry of Civil Service Affairs of the Republic of Kazakhstan in the Almaty region amended and re-approved the standard qualification requirements for the categories of administrative public positions of the corps "B".
To date, 4 states have been approved, there are no vacant positions.
In accordance with the national composition of all civil servants, 4 are representatives of Kazakh nationality, 3 of them are Men, 1 is a woman.
2) Conflict of interest settlement
In accordance with Article 14 of the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V ZRK "On combating Corruption", there was no conflict of interests in the department. There were no complaints from government employees.
From April 1 to December 31, 2021, 1 appeal was received from individuals and legal entities
The Department does not perform control functions.
1) the department does not perform control functions.
2) the public service is not provided in the department;
3) the department does not have permissive functions;
4) the department has no control and supervisory functions;
Conclusion
The regulatory legal acts affecting the activities of the department, during the internal analysis of corruption risks in organizational and managerial activities, did not identify the risks contributing to the commission of corruption offenses. For the period from April 1 to December 31, 2021, the Department of Entrepreneurship received 1 application. An answer was given to the applicant, a letter was officially sent.
Based on the above, I came to the conclusion that there were no corruption risks in the activities of this department.
