1. Zhetysu the state institution" Department of Natural Resources and Regulation of Nature Management of Zhetysu region "(hereinafter referred to as the Department) is a state body of the Republic of Kazakhstan that manages the protection, reproduction, regulation and efficient use of natural resources.
2.The Department has departments specified in the list of state institutions under the authority of the Department.
3.The Department carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation.
- The Department is a legal entity in the organizational and legal form of management, has seals and stamps with its name in the state language, forms of the established sample, in accordance with the legislation of the Republic of Kazakhstan, accounts in the treasury bodies.
- The Department enters into civil law relations on its own behalf.
- The administration has the right to act as a party to civil law relations on behalf of the State, if it is authorized to do so in accordance with the legislation.
- The Department on issues of its competence, in accordance with the procedure established by law, makes decisions issued by orders of the head of the department and other acts provided for by the legislation of the Republic of Kazakhstan.

- The mission of the Department Zhetysu is to ensure the rational use of natural resources, regulation and protection of forests, wildlife, and water resources of the Zhetysu region, and ensure environmental sustainability.

1) state administration for the purpose of protection, protection, reproduction of forests, protection of wildlife;
2) state management in the use of natural resources;
3) state regulation in the field of environmental protection by regulating the quality of the environment and setting the maximum impact on it, ensuring environmental safety, conservation of biological diversity and ecological systems, in order to ensure favorable environmental conditions for human health and life.

- provides protection of forests and wildlife on the territory of the state forest fund;
- submit for approval a list of objects of the state nature reserve fund of local significance and specially protected natural territories;
- makes proposals for the establishment of such zones within the protection zones of specially protected natural territories of local significance with restrictions on activities that negatively affect the state of the ecological systems of these territories, ecological corridors, as well as the regime of their protection and use;
- formation and implementation of the state forest policy
participates in the development of proposals for
- creates a reserve of fuel and lubricants for extinguishing fires on the territory of the state forest fund during the forest fire season;
- provides control over the burning of straw, straw and other plant residues by peasant and farm enterprises and other agricultural organizations on agricultural land, pasture and hay fields in the territories adjacent to the forest fund, and the burning of turf grass;
- coordinates work on combating forest fires in the territory of the region, if necessary, creates special commissions for this purpose;
- organizes and ensures the protection, protection, reproduction of forests and afforestation, regulates forest use in the territory of the state forest fund under their functional jurisdiction;
- develops, approves and implements annual action plans for the prevention and control of forest fires in the territory of the state forest fund;

- makes proposals to prohibit the stay of individuals in the territory of the state forest fund, to restrict the right of forest use when carrying out aviation chemical, aviation biological and aerosol measures in the fight against pests and diseases of the forest, as well as during periods of increased fire danger in the forest;
- develops materials on state registration of the forest fund, state forest cadastre, and state monitoring of forests under their functional jurisdiction for transmission to the authorized body;
- accepts completed objects on the plots of the state forest fund that are under their functional jurisdiction, and finished products produced as a result of forest management activities;
- develops draft rates of payment for forest use on plots of the state forest fund (with the exception of rates for uprooting wood);
- organizes and conducts tenders for the provision of forest resources for long-term use in the areas of the state forest fund under their jurisdiction, with the participation of the authorized body and the local representative body of the region;
- suspends, restricts, terminates the right of forest use in the areas of the state forest fund under their functional jurisdiction, as well as works that pose a danger to the state and reproduction of forests, in accordance with the legislation of the Republic of Kazakhstan;
- provides forest users with plots for the construction of construction projects on the lands of the state forest fund under their jurisdiction, where forest resources are provided for long-term forest use for health, recreation, historical and cultural, tourist and sports purposes, hunting needs, and secondary forest management;
- performs state registration of the long-term forest management agreement on the plots of the state forest fund;
- approves the symbols (emblem and flag) of its subordinate forest agency;
- transfers lands of other categories to forest fund lands in accordance with the procedure established by the authorized body;
- coordinates and controls the activities of their subordinate bodies and organizations for the protection, reproduction and use of wildlife;
- fish management reservoirs and (or) their sections of local significance in accordance with the criteria for classifying them as reservoirs and (or) sections intended for commercial fishing, amateur (sports) fishing, commercial fish farming on the lake, fish farming in a mesh fence, commercial fishing, amateur (sports) fishing, commercial fishing on the lake in accordance with the Legislation of the Russian Federation. with the criteria for classification as reservoirs and (or) sites intended for commercial fishing, amateur (sport) fishing, submit for approval a list of fish-management reservoirs and (or) sites of local significance by reservoirs and (or) sites intended for fish farming, fish farming in a mesh fence;

- organizes measures to provide assistance to animals in the event of their illness, the threat of their death on loose hunting grounds and fishing reservoirs and (or) sites;
- conducts contests to assign hunting grounds to wildlife users for the needs of the hunting industry;
- conducts competitions for securing local and international fisheries reservoirs located on the territory of one region;
- organizes activities for the introduction, reintroduction and hybridization of animals, including rare and endangered animal species, as well as for artificial breeding;
- organizes and ensures the protection of wildlife in the Reserve Fund of Hunting grounds;
- organizes and ensures the protection of the reserve fund of fishery reservoirs and (or) land plots;
- performs certification of fishery reservoirs and / or land plots based on scientific recommendations;
- establishes recreational fishing zones.
- sets the boundaries of fishing areas, opens and closes burrows (feeding areas).
- enters into agreements with users of the animal world for hunting purposes;
- enters into agreements with users of wildlife for fish farming;
- enters into agreements with users of wildlife for commercial fishing;
- permits the use of wildlife for research fishing in fishery reservoirs located on the territory of two or more oblasts, as well as with the exception of rare and endangered animal species;
- organizes and (or) ensures the conduct of scientific research and design and survey work in the field of protection, reproduction and use of wildlife in the territory of the region;
- in cases of a threat of fish death in fish management reservoirs and (or) reserve fund areas, organize meliorative fishing on the basis of a decision of the territorial division of the department of the authorized body;
- ensures the implementation of biotechnical measures on the territory of the state forest fund;
- establishes water protection zones and strips with special conditions for the use of water bodies to maintain them in accordance with sanitary and hygienic and environmental requirements, prevent pollution, clogging and depletion of surface water, as well as preserve flora and fauna, with the exception of lands of specially protected natural territories and water bodies that are part of the state forest fund;
- establishes the regime and special conditions for the economic use of water protection zones and strips in coordination with the basin water management departments;
- participates in the work of the basin councils and the basin agreement, submits proposals for the rational use and protection of water bodies for consideration by the basin councils, studies the recommendations of the basin councils, and takes measures to implement them;
- on the territory that does not have surface water bodies, but has sufficient reserves of drinking-quality underground water, if there is an appropriate justification, issues a positive opinion in coordination with the authorized body, the authorized body in the field of sanitary and epidemiological welfare of the population, the authorized body for the study and use of subsurface resources for the use of these waters for purposes not related to the population needs drinking water;
- provides water bodies for separate or joint use on a competitive basis in accordance with the procedure established by the Government of the Republic of Kazakhstan.

- organizes public hearings during the state environmental assessment;
- engages external experts (individuals and legal entities) who perform works and provide services in the field of environmental protection to conduct expert work;
- performs registration of public environmental expertise;
- coordinates environmental protection plans within the scope of its competence;
- performs in the interests of local public administration other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

7) exercise, within its competence, other rights and obligations in the field of environmental protection, water resources and flora in accordance with the legislation of the Republic of Kazakhstan.

7) represents, within the limits of its competence, management in state bodies and other organizations;
8) counteracts corruption in management, establishes personal responsibility for it;
9) exercise other powers in accordance with the legislation of the Republic of Kazakhstan.

24, the property assigned to the management belongs to communal ownership.
- The management has no right to independently alienate or otherwise dispose of the property assigned to it and property acquired at the expense of funds issued to it under the financing plan, unless otherwise established by law.
