General provisions
The Department of Youth Policy and promotion of family values (hereinafter referred to as the department) is a structural division of the Department of public development of Zhetysu region (hereinafter referred to as the Department).;
In its activities, the department is guided by the Constitution of the Republic of Kazakhstan, the constitutional laws of the Republic of Kazakhstan "on the president of the Republic of Kazakhstan", "on the Government of the Republic of Kazakhstan", the laws of the Republic of Kazakhstan" on civil service"," on Combating Corruption"," on local public administration and self-government in the Republic of Kazakhstan"," on state youth policy"," on volunteering"," on marriage and family"," administrative procedural code of the Republic of Kazakhstan, It is guided by normative legal acts of the Republic of Kazakhstan and other laws of the Republic of Kazakhstan, acts of the president and Government of the Republic of Kazakhstan, resolutions of the regional akimat and orders of the regional Akim, orders of the head of the Department, regulations on the Department of public development of Zhetysu region, as well as this regulation. The regulations on the department, its duties, scope and rights of activity, and duties performed among employees are approved by the head of the Department.
1.3.in accordance with the strategic objectives of the Department, the main task of the department is to implement a unified state policy aimed at preserving socio-political stability and unity of the population in the region.
1.4.the position of the Department, its goals, rights, and distribution of responsibilities among the Department's employees are approved by the head of the Department.
Department structure and organization
The department is competent to perform the main tasks and functions in accordance with legislative acts, acts of the president of the Republic of Kazakhstan, and other normative legal acts of the Republic of Kazakhstan.
The structure of the department includes the head of the department, the chief specialist, who are administrative employees, and their recruitment and release is carried out in accordance with the legislation of the Republic of Kazakhstan.
The head, who is appointed and dismissed in accordance with the procedure established by the legislation of the Republic of Kazakhstan, heads the Department.
The head of the department makes proposals to the management of the Department on the structure and staffing of the structural division.
The head in this direction:
1) defines the duties and powers of the head of the Department;
2) Exercise other powers in accordance with acts and legislation of the president of the Republic of Kazakhstan.
Specialists of the Department organize relations with local executive bodies on issues within their competence.
Documents sent on behalf of the department to other departments or state bodies are signed by the head of the structural division, and in case of absence of the head-by the responsible person instead.
Main functions of the Department
3.1. Organization of work to promote civic initiative and Kazakhstan's patriotism among young people;
3.2. coordination of the work of Youth Affairs Councils under akimats of various levels;
3.3. work with students, universities, institutions of technical and vocational education and their Youth Affairs Committees on supervised issues;
3.4. work with rural youth and higher educational institutions to attract young professionals to the village;
3.5. coordination of the work of organizations engaged in military-patriotic education and coordination of the development of military-patriotic clubs;
3.6. cooperation with state bodies, educational institutions, non-governmental organizations on the formation of a healthy lifestyle, development of children's and youth sports, youth sports among young people;
3.7. work with young people of the NEET category, take measures to reduce their number;
3.8. take measures to reduce youth unemployment;
3.9. coordination of work on the development of the Volunteer Movement;
3.10. coordination of the activities of youth student construction groups, youth labor groups "Zhasyl El", pedagogical detachments;
3.11. Organization of work on the development of entrepreneurship among young people;
3.12. promotion of youth initiatives, creative activity, support for talented young people, Organization of youth leisure activities;
3.13. coordination of work on combating and preventing drug addiction, alcohol, and smoking;
3.14. coordination of work on strengthening family relations, moral and ethical and spiritual and moral values among young people;
3.15. conducting rehabilitation and adaptation work with young people returning from prison and serving criminal sentences;
3.16. ensure high-quality preparation and timely submission of the established report to the administration of the president of the Republic of Kazakhstan, the Ministry of information and public development of the Republic of Kazakhstan, the akimat of Zhetysu region and other state bodies on issues falling within the competence of the Department;
3.17. preparation of instructions, programs, plans, projects and other documents within the competence of the Department;
3.18. reception of citizens and officials on issues within the competence of the Department, consideration of letters, appeals and applications;
3.19. interact with youth organizations, educational institutions, political parties, national cultural associations and other organizations on issues falling within the competence of the Department;
3.20. development of recommendations and practical recommendations in the field of state youth policy based on long-term priorities of Kazakhstan;
3.21. development and periodic updating of youth passports of Almaty region;
Rights and obligations of the Department
4.1.consider issues within its competence and make decisions on them, demand their implementation by the relevant bodies and officials.
4.2.obtain information and materials necessary for the performance of official duties in accordance with the established procedure.
4.3.require the manager to clearly define and set the duties and scope of his / her duties in accordance with his / her official activity.
4.4.make proposals to higher state bodies and officials on improving the State Youth Policy, Coordinating work with non-governmental organizations, including to the head of the Department on improving the work of the Department.
4.5.conduct appropriate negotiations on behalf of the department in other institutions and organizations on issues falling within its competence.
4.6.knowledge and compliance with the law of the Republic of Kazakhstan" on combating corruption", the Labor Code of the Republic of Kazakhstan and other normative legal acts of the Republic of Kazakhstan related to the activities of the Department.
4.7.ensure compliance with the rights, freedoms and legitimate interests of citizens and legal entities, consider citizens ' Appeals in accordance with the procedure and terms established by law, and take the necessary measures on them.
4.8.comply with the norms of labor discipline and work ethics established by law.
4.9.execute orders of the head of the Department, decisions and instructions of higher state bodies and officials issued within their competence.
4.10.keep secret information received in the performance of official duties that affects the privacy and honor of citizens.
4.11.ensuring the safety of state property.
4.12.if corruption incidents become known, immediately notify the head of the department or law enforcement agencies.
4.13.compliance with labor protection standards and regulations, fire safety techniques.
4.14.preparation of materials for meetings, boards, meetings of commissions on issues falling within the competence of the Department.
Department responsibility
5.1. the Department implements and implements plans for the implementation of its functions and tasks;
5.2. performs official duties assigned in accordance with the job description;
5.3. monitors timely and high-quality correct transmission of information sent to higher-level structures;
5.4. exercise the rights granted correctly and in a timely manner;
5.5.complies with state and labor discipline.
Final provisions
6.1.liquidation and formation of the Department is carried out by the head of the Department.
6.2.the regulations may be supplemented and amended, approved by the head of the Department.
