General provisions
1.1. The Department of Analysis and Monitoring of the Socio-political Situation (hereinafter referred to as the Department) is a structural subdivision of the Department of Social Development (hereinafter referred to as the Department).
1.2. In its activities, the Department is guided by the Constitution of the Republic of Kazakhstan, the Constitutional Laws of the Republic of Kazakhstan "On the President of the Republic of Kazakhstan", "On the Government of the Republic of Kazakhstan", the Laws of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan", "On Combating Corruption", "On Local Public Administration and Self-Government in the Republic of Kazakhstan", "On the organization procedure and holding peaceful assemblies, rallies, marches, pickets and demonstrations in the Republic of Kazakhstan", "On elections in the Republic of Kazakhstan", "On State symbols of the Republic of Kazakhstan", "On Regulatory legal acts", "Administrative Procedural and Procedural Code of the Republic of Kazakhstan", regulatory legal acts of the Republic of Kazakhstan and other laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, resolutions of the Akimat and orders of the akim of the region, orders of the head of the Department, Regulations on the Department of Public Development of the Zhetisu region, as well as this Regulation.
1.3. The main task of the department, according to the strategic objectives of the Department, is the implementation of a unified state policy aimed at preserving socio-political stability and unity of the people in the region.
1.4. The position of the department, its goals, rights, distribution of responsibilities among the employees of the department is approved by the head of the department.
Job structure and organization
2.1. The structure of the department includes: the head of the department, one chief specialist, who are administrative civil servants, whose appointment and dismissal is carried out in accordance with the legislation of the Republic of Kazakhstan.
Head of Department:
organizes the management and work of the department;
promotes the creative and professional work of the department's employees;
carries out the execution of long-term, current plans of the department, monitors its execution;
organizes interaction with local executive bodies on issues within the competence of the department.
3.Main functions of the department
3.1. Implementation of state policy aimed at preserving socio-political stability and unity of the people in the region, strengthening statehood, analysis and monitoring of the socio-political situation.
3.2. Organization and implementation of work in accordance with the Algorithm of operational notification and information response of the Zhetisu region in the event of crisis situations in the socio-political and socio-economic spheres.
3.3. informing the State Inspector of the Presidential Administration of the Republic of Kazakhstan and the Situation Center of the Security Council of the Republic of Kazakhstan about high-profile incidents and events on the territory of the region;
3.4 organization of dialogue platforms for discussion and development of recommendations on topical issues of the region.
3.5. Preparation of information and analytical materials on the socio-political situation in the region.
3.6. implementations The Constitutional Law of the Republic of Kazakhstan "On State Symbols of the Republic of Kazakhstan", the organization of the work of the Commission on State symbols under the Akimat of the region, the promotion of patristic education by popularizing the State Symbols of the Republic of Kazakhstan.
Rights and responsibilities of the Department
4.1. Employees of the department ensure control over compliance with legislation and regulatory legal acts;
4.2. interacts with law enforcement and other state bodies within its competence;
4.3. explanation of the current legislation of the Republic of Kazakhstan to the organizers and participants of unauthorized meetings, rallies, marches, pickets and demonstrations;
4.4. to request in accordance with the established procedure from state bodies, other organizations and citizens the information necessary to perform their functions;
4.5. makes suggestions to the management on improving the activities of local executive bodies within the competence;
Monitors the correct application, use (installation, placement) of state symbols of the Republic of Kazakhstan on the territory of the Zhetisu region, implementation of measures to promote state symbols;
4.7. performance of assigned duties, according to job descriptions, timely and high-quality execution of orders of the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the akim of the region and the head of the department;
4.8. coordination of the activities of the KSU "Center for Analysis and Forecasting";
4.9. participates in the development of documents and acts within the competence of the department.
5. Responsibility of the department
5.1. In order to implement the functions and tasks of the department, ensure the execution of plans.
5.2. Performance of functional duties.
5.3. Timely and efficiently execute orders received from higher organizations.
5.4. Use your rights correctly and in a timely manner.
5.5. Observe state, performance and labor discipline.
6. Final provisions
6.1. Liquidation and formation of the department is carried out by the Head of the department.
6.2. It is possible to make additions and changes to the regulations, which are approved by the Head of the department.
