Rules
1. General Provisions
1.1.the Department for the development of interethnic relations - the secretariat of the Assembly of people of Kazakhstan - (hereinafter referred to as the department) is a structural division of the Department of internal policy (hereinafter referred to as the Department).
1.2. in its activities, the Department is guided by the Constitution of the Republic of Kazakhstan, the constitutional laws of the Republic of Kazakhstan "on the president of the Republic of Kazakhstan", "on the Government of the Republic of Kazakhstan", the law of the Republic of Kazakhstan "on civil service of the Republic of Kazakhstan", "on Combating Corruption", "on local public administration and self-government in the Republic of Kazakhstan", "on the Assembly of people of Kazakhstan", the laws of the Republic of Kazakhstan "on administrative procedural and Procedural Code of the Republic of Kazakhstan" , It is guided by normative legal acts of the Republic of Kazakhstan and other laws of the Republic of Kazakhstan, acts of the president and Government of the Republic of Kazakhstan, resolutions of the regional akimat and orders of the regional Akim, orders of the head of the Department, regulations on the Department of internal policy of Almaty region, as well as this regulation.
1.3.in accordance with the strategic objectives of the Department, the main task of the department is to implement a unified state policy aimed at preserving socio-political stability and unity of the population in the region.
1.4.the position of the Department, its goals, rights, and distribution of responsibilities among the Department's employees are approved by the head of the Department.
2. structure and organization of the Department
The structure of the department includes the head of the Department, two chief specialists who are administrative employees and their recruitment and release is carried out in accordance with the legislation of the Republic of Kazakhstan.
Head of the Department:
- manages the work of the department, implements organizational measures, creates conditions for improving the professional and creative level of the Department's specialists.
- implements and monitors the strategic and daily work plans of the Department.
-specialists of the Department organize interaction with local executive bodies on issues within their competence.
3. main functions of the Department
3.1.implementation of the main directions of the state policy to strengthen and preserve public harmony and national unity in the Semirechye region.
3.2.the main goal of the Department is to implement a unified state policy in the field of interethnic relations in accordance with the strategic objectives of the Department.
4. Rights and obligations of the Department
4.1.specialists of the Department, depending on their official duties, monitor compliance with the requirements of legislation and regulatory legal acts.
4.2.in order to implement the main tasks of the Department, it collects the necessary information from local executive bodies, other organizations and institutions.
4.3.participates in meetings and meetings on internal policy issues, makes proposals.
4.4. coordinates the work of the structures of the KSU" center of public consent", the regional assembly of people of Kazakhstan: the scientific and expert group of the Department of the Assembly of people of Kazakhstan of Zhetysu university named after I. Zhansugurov, the club of leading journalists and experts on interethnic topics, the Regional Councils of mothers, public consent, the Mediation Center, the regional headquarters of the youth movement" Zhangyru Zholy;
4.5. provides information, organizational, technical, methodological and other assistance to state bodies and officials on issues falling within the competence of the Department;
4.6 ensuring the effective implementation of the state national policy in the field of interethnic relations;
4.6. ensuring cooperation with civil society institutions, ethno-cultural associations, and representatives of the region's public on issues falling within the competence of the Department;
4.7.timely and high-quality execution of orders received from higher-level organizations.
5. responsibility of the Department
5.1. the Department implements and implements plans for the implementation of its functions and tasks;
5.2. performs official duties assigned in accordance with the job description;
5.3. monitors timely and high-quality correct transmission of information sent to higher-level structures;
5.4. exercise the rights granted correctly and in a timely manner;
5.5.complies with state and labor discipline.
6. FINAL provisions
6.1. liquidation and reorganization of the Department is carried out by the head of the Department;
6.2.additional additions and amendments to the regulations may be made and approved by the head of the Department.
