The Department of religious affairs of the state institution" Department of public development of Zhetysu region " ensures the implementation of the state policy in the religious sphere of the activities of religious associations in the territory of the region.
In accordance with this regulation, the Department prepares orders and legal acts of the head of the state institution "Department of public development of Zhetysu region"on issues of its competence in accordance with the procedure established by law.
The department performs the following tasks in accordance with the requirements of the law of the Republic of Kazakhstan" on religious activities and religious associations", other normative legal acts and legislation on the part of the Department.
Department structure and organizational measures
The structure of the department includes the head of the Department, two chief specialists who are administrative civil servants.
Measures of recruitment and release and punishment of civil servants are carried out in accordance with the law of the Republic of Kazakhstan "on Civil Service of the Republic of Kazakhstan".
Civil servants perform their duties in accordance with their job descriptions.
Head of the Department:
1) the head of the Department exercises general management of the Department's activities and is personally responsible for the performance of the tasks assigned to the department and the performance of its functions.
2) develops and submits for approval annual, quarterly, and monthly work plans, manages the work of the department, implements organizational measures, and creates conditions for improving the professional and creative level of the Department's specialists.
3) organizes and implements the tasks assigned to the Department;
4) organizes appropriate events in accordance with the regulations of the Department and
implementation of the
Specialists of the Department interact with local executive bodies on issues within their competence, organize appropriate work.
Department responsibilities
Functions of the Department of Religious Affairs:
1) study and analyze the religious situation in the region;
2) consider appeals of individuals and legal entities in accordance with the legislation of the Republic of Kazakhstan on religious activities and religious associations, ensure work aimed at the implementation of letters, messages, orders, resolutions , decisions received from higher authorities;
3) Submit protocols for the imposition of administrative penalties to the courts for violations of the law in the religious sphere together with law enforcement agencies.
4) construction of religious buildings( structures), determination of their location, as well as approval of re-profiling (changing the functional purpose) of houses (buildings), religious buildings (structures) ;
5)"registration and re-registration of persons engaged in missionary activities"
6) checks the lists of initiative citizens forming religious associations;
7) make proposals for the placement of special permanent premises for the distribution of religious literature and other information materials of religious content, objects of religious purpose;
8) ensures registration of documents on public services rendered;
9) provides the necessary methodological and practical assistance to local executive bodies on the issues of state registration of religious associations;
10) Organization of work with non-governmental organizations, accepts creative reports from them;
11) develops and implements media plans for information support of the department, conducts sociological research aimed at studying and predicting the religious situation in the region, organizes information and propaganda work to combat and prevent the spread of the ideology of religious extremism and terrorism;
12) send religious literature and other information materials of religious content to the Committee for Religious Affairs of the Ministry of Information and public development of the Republic of Kazakhstan for religious studies expertise;
13) ensures the implementation of the Comprehensive Plan for the implementation of the state policy of the Republic of Kazakhstan in the field of religion for 2021-2023 and the action plan for the implementation of the state program on approval of the state program for countering religious extremism and terrorism in the Republic of Kazakhstan for 2018-2022 and other Republican and regional normative legal acts;
14) conducts a comprehensive and objective study, generalization and analysis of the activities of religious associations, branches (mosques) of the DUMK, religious educational institutions and missionaries established in the territory of the region;
15)exercise in the interests of local public administration other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan;
16) prepares weekly, monthly, quarterly reports and information certificates on the religious situation in the territory, makes additions, changes and records of the information database on religious associations, religious objects, develops proposals for the registration of missionaries, forecasting and neutralizing threats in confessional policy, ensures interaction with the management of religious associations on issues of missionary activity, distribution of religious materials, placement of premises for holding religious events outside religious buildings;
17) coordinates the work of the municipal state institution" Center for rehabilitation of victims of religious extremism and adherents of destructive currents", monitors the quality implementation of measures approved in accordance with the plans.
17) performs work in accordance with the plans of the Akim of the region and the Department.
Department rights:
In order to carry out the activities of the Department for Religious Affairs, within its competence:
1)request and receive the necessary information and materials from state bodies, organizations, and their officials;
2)make proposals on the creation and activity of religious associations, as well as the development of normative legal acts in the field of ensuring the rights of citizens to freedom of religion;
3) participate in meetings, seminars, conferences, round tables and other meetings on issues falling within the competence of the Department;
4) Exercise other rights in accordance with the legislation of the Republic of Kazakhstan.
5)ensure compliance with legal norms in the field of implementation of citizens ' rights to freedom of religion within their competence;
6)carry out anti-corruption work within the limits of its competence;
7) perform other duties to protect the rights and legitimate interests of citizens to freedom of religion within the competence established by legislative acts of the Republic of Kazakhstan.
8) in the absence of the head of the department, the Chief Specialist of the department performs work related to the official duties of the head of the department, in the absence of the Chief Specialist of the department, replaces his duties.

Liquidation and reorganization of the department is carried out by the head of the Department.
Additional additions and amendments to the rules may be made and
it is approved by the head of the Department.
