1. General Provisions
1..The state institution" Department of public development of Zhetysu region " (hereinafter referred to as the Department) is a state body of the Republic of Kazakhstan that provides management in the field of internal policy.
2..There are no Departments of the Department.
3..The department carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the president and Government of the Republic of Kazakhstan, other normative legal acts, as well as this regulation.
4..The department is a legal entity in the organizational and legal form of a state institution, has seals with the image of the state emblem of the Republic of Kazakhstan and stamps with the name in the state language, forms of the established sample, as well as accounts with the Treasury authorities in accordance with the legislation of the Republic of Kazakhstan.
5..The department enters into civil relations on its own behalf.
6..The department has the right to act as a party to civil relations on behalf of the state, provided that it is authorized in accordance with the legislation of the Republic of Kazakhstan.
7..The department makes decisions on issues of its competence in accordance with the procedure established by law, which are formalized by orders of the head of the Department and other acts provided for by the legislation of the Republic of Kazakhstan.
8..The structure and staffing limit of the department are approved in accordance with the legislation of the Republic of Kazakhstan.
9..Location of the legal entity: index 040000, Republic of Kazakhstan, Zhetysu region, Taldykorgan, zh. Balapanov STR., 28.
10..Full name of the state body – state institution "Department of public development of Zhetysu region".
11..This regulation is a constituent document of the Department. The founder and authorized body of the department is the akimat of Zhetysu region.
12..The Department's activities are financed from the local budget.
13..Management is prohibited from entering into contractual relations with business entities for the performance of duties that are functions of management.
If the Department is granted the right by legislative acts to carry out income-generating activities, then the income received from such activities is sent to the Republican budget revenue.
2..Goals and powers of the Department
Goals:
1) implementation of the state policy aimed at preserving socio-political stability and unity of the population in the region, strengthening statehood, supporting and developing civil society institutions, creating conditions for full-fledged sustainable development of young people, participating in the decision-making process, successful socialization and directing its potential for further development of the region, increasing the competitiveness of the information space of the Zhetysu region.
2) ensuring the execution of acts and instructions of the president and Government of the Republic of Kazakhstan, akim of the region on issues falling within the competence of the Department;
3) ensuring clarification and promotion of annual presidential messages to the people of Kazakhstan, state and sectoral programs and other strategic documents in the region;
4) coordination of work on the development and implementation of program documents of regional significance in the field of public development;
5) formation and effective implementation of the state youth policy;
6) ensuring the study and analysis of processes of social development in the region and trends in their development;
7) ensuring effective interaction with civil society institutions, creating favorable conditions for further strengthening social harmony and national unity;
8) implementation of the state policy in the field of religious activity;
9) development of proposals for the formation and implementation of the main directions of state policy in the field of ensuring the rights of citizens to freedom of religion and the implementation of interaction with religious associations;
10) comprehensive and objective study, generalization and analysis of processes taking place in the field of implementation of citizens ' rights to freedom of religion and implementation of the activities of religious associations and missionaries;
11) ensure interfaith harmony, citizens ' rights to religious activities and interact with religious associations in order to prevent the propaganda of the ideology of using force and terrorism;
11) explanation of the danger of terrorism, formation of anti-terrorist consciousness in society.
12) combining the efforts of state bodies and civil society institutions engaged in countering terrorism in the Prevention of terrorism;
Powers:
1) Rights:
in accordance with the established procedure, request information necessary for the performance of their functions from state bodies and officials, other organizations and citizens, involve employees of state bodies and other organizations to work out issues falling within the competence of the Department, and create temporary working groups to prepare appropriate proposals;
make proposals to the Akim of the region on improving the activities of local executive bodies in the field of internal policy;
Give instructions on issues related to the field of activity of the department, as well as participate in events held by central and local executive bodies;
creation of subordinate institutions, their existence as legal successors and coordination of their activities.participation in the formation of anti-terrorist consciousness in society;
encourage the participation of representatives of mass media, legal entities, civil society institutions, and religious associations in this activity.
2) responsibilities:
Implementation of information support for the implementation of state and industry programs falling within the competence of the Department;
providing advisory, methodological, informational, organizational, technical and other assistance to officials and state bodies on issues falling within the competence of the Department.
Functions:
1) Information and ideological support of the activities of local executive bodies of the region in the main directions of social development, including education, health, social security and protection of the population, employment, interethnic and Interfaith Harmony, patriotic education and Youth Policy, Modernization of volunteer activities, promotion of state symbols in the language, Information, Culture, Gender and family-demographic spheres;
2) implementation of a set of practical and other measures aimed at ensuring socio-political stability, national unity of the population and consolidation of society in the region;
3) Improving the level of information and explanatory and educational work with the population on the implementation of information and analytical and organizational support for the activities of the assembly of people of Kazakhstan, promoting the ideology of social harmony and national unity;
4) information, analytical and organizational and technical support of major socially significant events in the region;
5) implementation of the state youth policy;
6) analysis and forecasting of activities for the implementation of the state youth policy, implementation of methodological support;
7) implementation of interaction and cooperation with youth organizations on issues of State Youth Policy;
8) promoting the development of youth volunteer activities and youth self-government;
9) Organization of information and explanatory work on the activities of local executive bodies in socio-economic, socio-political and other spheres, development of proposals for improving work in this direction;
10) Organization of activities of information and propaganda groups at the national and regional levels to explain and promote annual presidential messages to the people of Kazakhstan and other strategic documents, provision of information and methodological documents in the region;
11) interaction with political parties, non-governmental organizations, ethno-cultural and religious associations, law enforcement and other public organizations, trade unions, mass media (hereinafter referred to as mass media), scientific and creative community, leaders of public opinion;
12) activation of spiritual values of Kazakhstanis, taking into account all risks and challenges of globalization, as well as implementation and promotion of all projects of the Ruhani zhangyru program;
13) preservation and strengthening of national identity and unity of the people of Kazakhstan on the basis of the principles of popularization of the values of the Ruhani zhangyru program;
14) ensuring the activities of advisory bodies and working groups acting under the Akim of the region on issues falling within the competence of the Department;
15) analysis and forecasting of the socio-political situation in the region, including monitoring the activities of political parties, other public associations and organizations, conducting social and political research;
16) ensuring the effective implementation of the State Information Policy in the region, including methodological support and coordination of mass media activities for the implementation of the State Information order, monitoring the activities of mass media for compliance with legislation;
17) ensuring the effective implementation of the state social order for the implementation of socially significant projects, including conducting competitive procedures and monitoring the implementation of projects;
18) participation in the development of conceptual documents, preparation and examination of draft acts of the Akim of the region on issues falling within the competence of the Department;
19) interaction with higher state bodies, Parliament, maslikhats, and the regional Akim's office on issues falling within the competence of the Department;
20) formation, compilation, generalization and classification of an information database on issues falling within the competence of the Department;
21) studies and analyzes the religious situation in the Semirechye region;
