In order to prevent the spread of COVID-19 coronavirus infection among the population of the Republic of Kazakhstan, I DECREE:
In the resolution of the Chief state sanitary doctor of the Republic of Kazakhstan dated may 22, 2020 No. 37 "on further strengthening measures to prevent diseases of coronavirus infection among the population of the Republic of Kazakhstan" to make the following changes and additions:
1) sub-item 2) of item 1 should be worded as follows:
"2) carrying out measures in respect of persons arriving in the Republic of Kazakhstan from the EEU countries and the Republic of Uzbekistan through checkpoints across the State border of the Republic of Kazakhstan on railway, sea, river transport and road crossings in the following order:
The questionnaire in accordance with Annex 43 to this decree and the collection of material for laboratory research on COVID-19 by PCR is carried out at the places of crossing the State border of the Republic of Kazakhstan for all persons who arrived from the EEU countries and the Republic of Uzbekistan through checkpoints across the State border of the Republic of Kazakhstan on railway, sea, river transport and auto-crossings (hereinafter-arrivals), except for government delegations of the Republic of Kazakhstan; members of official delegations of foreign States and international organisations arriving in the Republic of Kazakhstan at the invitation of the Ministry of foreign Affairs of the Republic of Kazakhstan; employees of diplomatic missions, consular posts and representative offices of international organizations accredited in the Republic of Kazakhstan, and members of their families; persons carrying out international road transport of goods transiting through the territory of the Republic of Kazakhstan.
After collecting the material for laboratory examination on COVID-19 by PCR and questionnaires, members of locomotive crews, persons associated with transportation activities on railway, sea and river transport, and drivers engaged in international road transport of goods, continue to follow the route to their destination. When you receive a positive result laboratory examination on the COVID-19 arrived person, the specialist of Department of Committee of control of quality and safety of products and services of the Ministry of health of the Republic of Kazakhstan (hereinafter – KBTU) assigned to the sanitary-quarantine point (hereinafter – UPC) at the state border positive result on COVID-19 is passed to KBTU on the territory of which is currently arrived according to the route sheet indicated in the questionnaire. A specialist of the DCKBTU, on whose territory the newcomer is currently located, notifies the health Department (hereinafter referred to as the UZ) and the newcomer of a positive result of a laboratory examination for COVID – 19. UZ provides a medical examination of the newcomer, if there are signs of COVID-19, directs him to be hospitalized in an infectious hospital. If there are no signs of COVID-19, it explains the possible symptoms of COVID-19 and the need to contact the PHC organization upon arrival to the destination and inform them about the positive result of the examination for COVID-19. The UZ receives a corresponding receipt in accordance with Annex 43 to this decree. DKKBTU and UZ notify about the arrival of a person with a positive test result on COVID-19 DKKBU and UZ at the destination of the arrival.
The following algorithm is applied to persons who arrived in the Republic of Kazakhstan from the EEU countries and the Republic of Uzbekistan through checkpoints across the State border of the Republic of Kazakhstan by road, with the exception of drivers engaged in international road transport of goods:
- persons who, after crossing the state border of the Republic of Kazakhstan, do not leave the region (region) where the state border crossing point is located (auto-crossing) after collecting material for laboratory examination on COVID-19 by PCR and questionnaire continue to follow the destination indicated in the questionnaire. These persons are not isolated in a quarantine hospital for up to 2 days. When you receive a positive result laboratory examination on the COVID-19 arrived persons KBTU specialist, seconded to UPC on frontier conveys information about the positive result COVID-19 KBTU and BONDS. UZ provides a medical examination arrived, when there are signs COVID-19 directs him to hospitalization in the infectious hospital, in the absence of COVID-19 activities conducted in asymptomatic virus in accordance with Annex 33 to this decree;
- persons who, after crossing the state border of the Republic of Kazakhstan, leave the region (region) where the state border crossing point is located (auto-crossing), that is, follow to other regions of the Republic, are subject to questioning and isolation in a quarantine hospital for up to 2 days for laboratory examination on COVID-19 by PCR. Upon receiving a negative laboratory test result on COVID-19, the arrivals continue to follow their destination. If a positive result of a laboratory examination for COVID-19 and if there are signs of COVID-19 sends them to an infectious hospital for hospitalization, in the absence of signs of COVID-19, measures are carried out as if there is an asymptomatic virus carrier in accordance with Annex 33 to this decree; »;
2) in Appendix 38 to the resolution to state point 22 in the following wording:
"22. Persons from among close and potential contact persons with a confirmed diagnosis of COVID-19 when establishing the fact of contact and at the end of quarantine:
when registering new COVID-19 cases, TD specialists establish a circle of close and potential contacts. Identification of contact persons is carried out in accordance with Annex 33 of this decree;
an application for examination of contact persons is submitted to a branch of the NCE or a medical organization for the selection of biomaterial;
during the procedure of sampling, responsible technician, TD performs the registration of the selected material, filling of all data investigated in the e-direction in the information system of the ENCS, and sends to the appropriate laboratory with a personal account specialist KCBTA TD (http://lis.nce.kz/kkkbtu), or in the medical information system and sends to appropriate laboratory NTSE in electronic format;
testing of contact persons is carried out not earlier than 3-4 days from the moment of initial contact with a confirmed case of COVID-19;
the sample taken from the contact persons is accompanied by a referral, according to the form provided;
storage and transportation of the sample to the laboratory is carried out in accordance with Annex 31 of this decree;
the laboratory conducting the testing to be contingent, upon identifying a positive result to the test for 2 hours notifies the territorial so on the phone with the recording in the log transmission time, name and position took information. In the future, the TD is issued a copy of the report on the positive result within 3 hours;
When receiving copies of the Protocol of a positive result, the TD informs the PHC and conducts epidemiological investigations using the COVID - 19 algorithm for new cases;
the laboratory issues the results of the study to the PHC at the place of residence of the contact person or the quarantine center at the location of the patient within 12 hours by email with notification or via courier. If there is an integrated information system, the results of the study are entered within 3 hours.".
I reserve control over the implementation of this resolution.
This resolution shall enter into force on the date of signature.
