In order to promote the idea of the Society of Universal Labor, the start of the competition "Enbek Zholy" was announced.
The competition "Enbek Zholy" determines the best labor dynasties and production workers, in order to educate young people in the spirit of respect for work, preservation and enhancement of labor traditions. The competition helps to raise the status of a Labor Person in society and stimulate labor productivity under the auspices of the "Society of Universal Labor".

General provisions
These Guidelines regulate the organization and conduct of the republican contest "Enbekzholy" and allow to determine the best labor dynasties and production workers, in order to educate young people in the spirit of respect for work, preservation and enhancement of labor traditions. The competition will contribute to raising the status of a Labor Person in society and stimulating labor productivity under the auspices of the "Society of Universal Labor".
The purpose of the contest "Enbekzholy" (hereinafter – the Contest):
1) ensuring the effective implementation of the program article of the Head of State "Social modernization of Kazakhstan: twenty steps to a society of universal labor", preserving the continuity of generations;
2) the formation of a positive public opinion about the people of work and the creation of conditions for the formation of new labor dynasties in enterprises and organizations;
3) fostering pride among Kazakhstanis for the achievements of compatriots who have made a significant labor contribution to the development of the economy of the Republic of Kazakhstan.
All employees of enterprises can participate in the Competition (regardless of the industry). Information about the Contest should be published in all mass media.
The competition consists of 3 nominations:
1) "The best labor dynasty" - the most numerous dynasty with the longest work experience, having the largest number of awards, is selected.
Note
Representatives of labor dynasties in organizations of all forms of ownership can take part in the competition.
A labor dynasty is a group of employees of one organization representing two or more generations of close relatives of the same family (one or both spouses together with children or grandchildren), currently engaged in labor activity and having a total work experience at this enterprise of at least 20 years. The head of the dynasty is recognized as a representative of the labor dynasty, who started working earlier than everyone else.
The labor dynasty should take an active part in the public life of the village, district (city, region), promote the professional orientation of young people, promote their profession.
2) "The best young production worker" - the most active and hardworking production worker with no more than 5 years of work experience is selected;
3) "The best mentor of working youth" - the most highly effective mentor with at least 20 years of experience is selected.
In order to reward the winners of each nomination of the Competition, cash certificates will be provided for the amount of:
- 1st place – 1,000,000 (million)tenge;
- 2nd place – 500,000 (five hundred thousand)tenge;
- 3rd place – 200,000 (two hundred thousand) tenge.
The competition is held in 2 stages:
I.Selection of the winners of the "Enbekzholy" competition at the regional level:
DETERMINATION BY THE REGIONAL COMMISSION OF THE WINNERS of the "Enbekzholy" Competition from among the participants of the competition.
II. Selection of the winners of the "Enbekzholy" contest at the republican level:
DETERMINATION BY the REPUBLICAN COMMISSION of the WINNERS of the "Enbekzholy" Competition, from among the winners of the competition at the regional level.
The Republican Commission determines the winners in each nomination (first, second and third places) of the republican stage of the "Enbekzholy" Contest.
The award ceremony is held on the day of the Republican Forum "Towards the Society of Universal Labor" this year in Nur-Sultan.
Competition Commission
To select the winners of the Competition at the regional level, a competition commission is created under local executive bodies (hereinafter referred to as the Regional Commission)and the Commission under the Ministry of Labor and Social Protection of the Republic of Kazakhstan (hereinafter – the Republican Commission).The Republican Commission has the right to involve external experts to review documents and conduct stages of the Republican competition.
The criteria for selecting the winners of the Contest are indicated in the appendix to these guidelines.
The Republican Commission should consist of employees of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, representatives of public associations (by agreement), republican state institutions, republican associations of trade unions (by agreement) and republican associations of employers (by agreement).
Regional commissions should consist of employees of the departments for the coordination of employment and social programs, the state Labor Inspectorate of the regions, the cities of Nur-Sultan, Almaty and Shymkent, as well as representatives of territorial unions of trade unions (by agreement), and regional chambers of entrepreneurs (by agreement). The Chairman and Secretary are elected from the Republican and Regional Commissions.
The Chairman of the commission directs its activities and exercises general control.In case of controversial issues when the Commission makes decisions, the vote of the Chairman of the Commission is decisive.
The Secretary participates in the Commission's decision-making and carries out technical maintenance of the Commission's activities:
1) acceptance of contestants' documents;
2) organization of meetings of the commission;
3) draws up the minutes of the commission meeting and forms materials for the winners of the competition based on the results of the competition;
4) sends materials to the winners of the contest to the Republican Commission.
The commission's decision is taken by open vote and is formalized by protocol.
Applications for participation in the Competition may be submitted from the moment of publication of the announcement in the mass media.
The participants of the competition may be notified of the acceptance of the documents specified in paragraph 15 of these guidelines.
Documents provided for regional
and the republican contest
The following documents are submitted for participation in the competition:
1) application for participation in the competition in any form indicating the nomination;
2) a copy of the identity card;
3) a video on the topic of nominationin more than 1-2 minutes (with a demonstration of the workplace and skills, if desired);
4) computer presentation no more than 1 minute (in MicrosoftPowerPoint format) about the contestant (work, family, hobby, hobby, etc.);
5) a copy of the work record and other documents confirming the work experience of each representative of the labor dynasty or employee certified by the employer (certificate from the place of work);
6) a letter of recommendation from an employer or a trade union.
If available (copies of the following documents):
copies of state or departmental awards, diplomas, letters of thanks
certificates of professional development (if available).
The documents for the competition are submitted in the state or Russian languages.
Selection criteria for the winners of the "Enbekzholy" competition
In the nominations "The best labor dynasty":
the number of state or departmental awards, as well as diplomas, letters of thanks from local governments, trade unions, employers received by all representatives of the dynasty;
the total number of family members and their relatives who are representatives of the dynasty;
the total length of service of the representatives of the dynasty in the profession from the date of the beginning of the work of the head of the dynasty to the date of submission of the package of documents for participation in the second stage of the Competition).
In the nominations "The best young worker of production", "The best mentor of working youth":
Contribution to the development of their professional skills;
Conscientiousness in relation to their work;
Availability of organizational and communicative qualities;
The presence of repeated rewards for work (diplomas, certificates, commendations);
Availability of initiative proposals;
The presence of creative interests outside of professional activity;
Educational level, the desire to improve it;
Personal achievements at the workplace;
The quality of their work;
In case of non-compliance with the requirements of the above criteria, the Commission may return the submitted materials to the participants.
