State

1. The state institution of the “Akim of the district’’ (here in after referred to as the administration of the Akim of the region) is the state body that provides organizational, legal, informational, analytical, advisory and material and technical support for the activities of the Akim of the region
2. The administration of the akim of the region carries out its activities in accordance with  The Constitution of the Republic of Kazakhstan, laws, acts of the President, the Government, decisions by orders of the Akim of the region, other legal acts, as well as this state.
3. The administration  of the akim of the district is a legal entity, and has its print and stamp with its name in the state language, forms of the established sample, as well as a bank account, in accordance with the law.  The administration of the Akim of the district enters into civil law relations on its own behalf.  The administration of the Akim of the district has the right to enter into external legal relations on behalf of the state, in accordance with the law.
4. The state about the administration of the Akim of the district, as well as its structure and staffing are approved by the Akim of the district.  The regulation on the administration of the Akim of the district is its constituent document. 
5. Financing the activities of the Akim of the district is carried out only from the local budget.  If the Akim’s administration of the district is given the right to carry out income-generating activities by legislative acts, then the income received from the activity is sent to state revenue.
