This law defines the legal, organizational and economic basis for carrying out activities in the field of Veterinary Medicine and is aimed at ensuring veterinary and sanitary safety.

Chapter 1. GENERAL PROVISIONS
Article 1. Basic concepts used in this law
The following basic concepts are used in this law::
1) excluded by the law of the Republic of Kazakhstan dated 28.10.2019 No. 268-VI (entered into force on the expiration of ten calendar days after the date of its first official publication);
1-1) zone – a conditionally restricted territory, regardless of its administrative-territorial division, characterized by an epizootic situation for Infectious Diseases of animals, where anti-epizootic measures are carried out in connection with its occurrence in the vicinity of the focus of the disease or organized to protect this territory from the occurrence of infectious diseases;
2) unfavorable point for the disease (unfavorable point) - the territory where the epizootic focus is established;
3) database for identification of farm animals – a part of Veterinary accounting carried out by state veterinary organizations created by local executive bodies and used by the authorized body, providing for a single, multi-level system of registration of data on the individual number of the animal, its veterinary inspection, as well as data on the owner of the animal, including the results of diagnostic studies;
3-1) identification of farm animals – a procedure for recording animals, including the use of products (means) intended for identification, the assignment of an individual number to animals by labeling, with the entry of information about an agricultural animal in the database for identification of farm animals and the issuance of a veterinary passport;
3-2) issue of individual numbers of farm animals (hereinafter referred to as issue of individual numbers) – a set of measures to determine the systematic numbering of individual numbers of farm animals and their distribution by administrative-territorial unit of the Republic;
3-3) extract from the database on identification of farm animals-information on the timing and nature of Veterinary measures carried out, including the results of diagnostic tests, obtained at the request of animal owners by specialists in the field of Veterinary Medicine of state veterinary organizations established by local executive bodies, from the database on identification of farm animals in accordance with the procedure and form approved by the authorized body;
3-4) products (means) for identification of farm animals-earrings (hanging, with radio frequency markings), boluses, chips and other products (means) used for identification of farm animals);
3-5) attributes for identification of farm animals – tools and devices used for identification of farm animals;
3-6) laser station for marking products (means) intended for identification of farm animals (hereinafter referred to as laser station) – an organization that performs an individual number for products (means) intended for identification of farm animals;
4) control zone - the zone established between the buffer (protective) zone and the favorable zone;
