It is worth noting that the funds recorded on individual retirement accounts are the property of the depositor and are stored in the fund until the depositor applies for an indefinite period, even if they move to permanent residence. Note that in accordance with the Law of the Republic of Kazakhstan “On Pension Provision in the Republic of Kazakhstan,” those who left have the right to pension payments from UAPF in connection with traveling to permanent residence outside Kazakhstan due to compulsory pension contributions (OPV) and compulsory professional pension contributions (OPV) for permanent residence outside the Republic of Kazakhstan, foreigners and stateless persons who have pension savings in the UAPF and have submitted documents defined by the legislation of the Republic of Kazakhstan confirming the fact of departure.
In order to receive pension payments from UAPF, foreigners and stateless persons who have left for the permanent residence of the Republic of Kazakhstan for personal treatment must submit to the UAPF:
1) an application for the appointment of pension payments in the form approved by the UAPF internal document;
2) a copy of the foreign passport and the original for verification, unless otherwise provided by international treaties ratified by the Republic of Kazakhstan;
3) information about the beneficiary's bank account.
After receiving the above documents, the UAPF requests information from the information systems of state bodies of the Republic of Kazakhstan about the presence of an identity card of a citizen of the Republic of Kazakhstan or a residence permit of a foreigner in the Republic of Kazakhstan, or a stateless person certificate issued by an authorized body of the Republic of Kazakhstan, from the applying foreigner or stateless person, and its reality.
In case of receipt of information on the invalidity of an identity card of a citizen of the Republic of Kazakhstan or a residence permit of a foreigner in the Republic of Kazakhstan, or a certificate of a stateless person issued by an authorized body of the Republic of Kazakhstan, in connection with the departure of an applied foreigner or stateless person outside the Republic of Kazakhstan for permanent residence or cancellation The UAPF makes a pension payment to a foreigner or stateless person for permanent residence in the Republic of Kazakhstan within ten business days from the date of receipt of documents at the UAPF.
Pension payments are transferred by the UAPF to the beneficiary's bank account, the details of which are indicated in the application: in national currency - when transferred to bank accounts opened with second-tier banks or organizations engaged in certain types of banking operations in Kazakhstan; in US dollars, in euros, in pounds sterling or in Russian rubles - when transferred to bank accounts opened with foreign banks outside the Republic of Kazakhstan.
In cases of obtaining information about the presence and validity of an identity card of a citizen of the Republic of Kazakhstan or a residence permit of a foreigner in the Republic of Kazakhstan, or a stateless person certificate issued by an authorized body of the Republic of Kazakhstan, as well as the absence of information about the application of a foreigner or person leaving the Republic of Kazakhstan for permanent residence stateless, the UAPF refuses to accept the application on the day of the appeal with the receipt of a receipt on the refusal to accept documents, or to execute the application by sending a notice within ten business days from the receipt of the documents.
It is important to remember that before leaving for permanent residence outside the Republic of Kazakhstan, it is necessary to go through the procedure for processing documents for leaving for permanent residence outside the Republic of Kazakhstan in the prescribed manner. If this is not done, in order to receive payments from the UAPF, a foreigner and a stateless person will need to return to Kazakhstan, obtain a residence permit and go through the procedure for processing documents for permanent residence outside the Republic of Kazakhstan in the migration service.
