BACKGROUND
Republican state enterprise on the right of economic management “Kazvodkhoz” of the Committee of Water Resources under the Ministry of Agriculture of the Republic of Kazakhstan has applied for financing in the amount of US$ 143 million equivalent from the Islamic Development Bank toward the cost of the Rehabilitation of Irrigation and Drainage project.
The main objective of the Project is to enhance agriculture productivity and production and increase farmers’ income and welfare of the rural community, by improving water use efficiency and timely water delivery, improving soil fertility, maintaining the ground water table and reducing the salinity.
The project will help to solve above problems and improve the quality of irrigation and drainage services by financing project on rehabilitation of the drainage systems in Maktaral and Shardara districts of South Kazakhstan region on the area of 101 thousand hectares and the rehabilitation of irrigation systems in Almaty region on the basis of irrigated lands on the area of 35.5 thousand hectares.
Part of the project resources will be used for hiring of staff for Project Management Unit (PMU). The main PMU will be established in Astana city with supporting branches in South Kazakhstan and Almaty regions in order to support and organize the implementation of the project (construction of new facilities and improvement of existing facilities) as well as project monitoring.
OBJECTIVES OF THE ASSIGNMENT
The key objectives of this assignment are to assist RSE “Kazvodkhoz” to implement the project according provisions of Loan Agreement.
The Head of the project is subordinated directly to General director of RSE “Kazvodkhoz” (Borrower).
SCOPE OF WORK
PMU Coordinator of the project bears responsibility for following tasks.
This will include but not be limited to practical assistance in:
- Overall responsibility for qualified Project’s activity on appointed project area;
- his/her work should be consistent with the work of the project engineers, designers, other project design-and-supervision consultants (firm), and hence, he/she should work closely and collaboratively with those consultants.
- Overall responsibility for Consultants’ activities during Construction Management, detailed design and supervision phases of the Project. Coordination of local consultants and international consultant;
- Responsibility for financial issues with consultants, contractors.
- Assist with the preparation of bid documents as per Loan Agreement.
- Timely information to management of RSE «Kazvodkhoz” and management of IsDB and taking measures for solving all appearing problems;
- Provision of design estimate documents preparation, tender designing in accordance with international standards and requirements of RoK to design-investigation works, obtaining state construction and ecology expertise for design estimate documentation;
- Provision of qualified preparation and implementation of project components, monitoring program, proposed for evaluation of physical, ecology, social-economy effect from the project, including monitoring of project success;
- Interaction with involved ministries, institutions and organizations for taking measures in project implementation;
- Provide required assistance to consultants in planned project phases;
- Provide qualified monitoring upon design and build structures;
- Organization, if required, additional social consultant meetings for evaluation of the project impact;
- Provision of control on project implementation directly in project areas;
- Preparation of report about activities in settled order;
- Responsibility for irrigation and drainage project issues toward director and management RSE «Kazvodkhoz”;
- Organization and participation in project trainings;
- Daily monitoring of project implementation, regular visit to project areas;
- Preparation of monthly reports about project and reports about his activity;
- Control over contract conditions with local, international consultants, contractors;
- Ensure that no project staff is in conflict of interests.
QUALIFICATIONS AND EXPERIENCE
- The Project’s Coordinator specialist should have following qualifications:
- Higher education in business, finance, economy, law, engineering;
- Good knowledge and experience of working at the project, financed by the international financial institutions;
- Practical work experience no less 5 years on management positions;
- Knowledge of Kazakh, Russian languages is compulsory, knowledge of English language will be preferable.
TIMING AND OUTPUTS
- The General Director RSE “Kazvodkhoz” will evaluate performance of the Head of the project.
- PMU Coordinator of the project will be based in PMU main office in Astana.
- With the PMU Coordinator will be signed annual contract with the probation period for two Months, further prolongation for one year in case of successful results.
