Kuanysh Salimzhan, the Head of the Department of the Supreme Judicial Council Office of the Republic of Kazakhstan took part in the live broadcast of the Prime Time program on 24KZ TV channel, where he presented information about the most important legislative novels related to the activities of the Judicial Jury.
During the program key aspects of specifics and tasks of the Judicial Jury, such as ensuring guarantees of independence and respect for the rule of law during considering disciplinary cases against judges were discussed.
The Judicial Jury of the Supreme Judicial Council is an autonomous and independent collegial body that makes decisions based on objectivity, legality and impartiality. In the broadcast it was informed that from October 1, 2024, a new mechanism for bringing judges to disciplinary responsibility for gross violations of the rule of law was put into effect.
Now the issue of disciplinary responsibility of a judge for a gross violation of the law can be considered only on the basis of a submission from a higher court. The law provides judges with the right to attract lawyers and legal consultants during consideration of their disciplinary case, as well as to be familiarized with all case materials before they are sent to the Judicial Jury.
The judge also has the right to appeal the decision of the Judicial Jury to the Supreme Judicial Council. The Council plays a key role in ensuring the rights of judges by reviewing their complaints.
In addition, it was outlined that according to the amendments to the Regulation on the Judicial Jury, adopted by the Decree of the Head of State dated December 18, 2024, inspections of judges regarding violations of judicial ethics can be considered only on the basis of appeals from citizens.
Such appeals are sent to the Supreme Court, regional courts and judicial ethics commissions for conducting appropriate checks and resolving the issue of sending materials to the Judicial Jury. At the end of the program, K. Salimzhan spoke on the ongoing work of the Supreme Judicial Council aimed at optimizing and improving business processes in general.
The Council's activities are regularly highlighted on the official Internet resource and social networks of the Council, and Council members carry out legal explanatory work in the media and on television.
